MicroSourcing, Quezon City, Philippines, seeks a Project Finance Manager to oversee accounting and procurement for the SAF Energy Park Project, implementing robust project controls and grant acquittal processes.

You will lead cost tracking, reporting to the Projects Director and Board, coordinate with bookkeepers and contractors, and drive procurement, reconciliations, and cash flow forecasting in Xero. 5+ years in related fields preferred.

Qualifications

• 5+ years in project controls/accounting/financial management in infra/energy/industrial projects.

Responsibilities

• Establish and maintain project control systems across cost tracking and schedules.
• Prepare weekly to annual reports for Projects Director and Board.
• Lead government grant acquittal with compliant documentation.
• Coordinate with bookkeeper, managers, and contractors for milestones and FS.
• Manage procurement: RFPs, tenders, supplier evaluations, contracts, PO.
• Perform balance sheet reconciliations and cash flow forecasting using Xero.
• Identify and escalate financial risks and variances to Director.

Your Role

As a Project Finance Manager, you will oversee the accounting and procurement functions of the SAF Energy Park Project by implementing robust project controls, financial management practices, and government grant acquittal processes.

Specifically, You Will

• Establish and maintain project control systems, including cost tracking, schedule monitoring, procurement, progress reporting, and risk registers across all project workstreams.
• Prepare and present weekly, monthly, and annual reports to the Projects Director and Board, including cost performance, schedule variance, and financial forecasts.
• Lead the acquittal of government grants, ensuring expenditures are accurately attributed, documented, and reported in compliance with funding guidelines.
• Coordinate with the bookkeeper, project managers, and external contractors to prepare milestone claims, invoices, cost allocations, and financial statements.
• Manage procurement activities, including RFPs, tender processes, supplier evaluations, contract administration, and purchase order management.
• Perform balance sheet reconciliations and cash flow forecasting using Xero, ensuring all project costs are correctly coded and approved.
• Identify and elevate financial risks, budget variances, and compliance issues to the Projects Director.

What You Need

Non‑Negotiable Qualifications

• More than 5 years of experience in project controls, project accounting, or financial management, preferably within infrastructure, energy, or industrial project environments.
• Strong capability in project accounting, procurement governance, and grant compliance frameworks.
• Proficiency in project controls tools, cost management systems, and financial reporting platforms, with demonstrated ability to build cost trackers and budget models.
• Excellent communication and presentation skills, with the ability to clearly communicate financial and project controls data to non‑financial stakeholders.
• Highly organized, methodical, and proactive, with the ability to manage competing priorities across multiple workstreams.
• Comfortable working in a lean startup environment with a high degree of autonomy, integrity, and discretion.

Preferred Skills/Experience

• Direct experience with government grant acquittal, compliance reporting, or publicly funded project programs, particularly Australian federal or state programs.
• Bachelor's degree (or equivalent) in Accounting, Finance, Business, Engineering, or a related discipline.
• Experience using Xero for balance sheet reconciliations and cash flow forecasting.
