Job summary

Balanced Engineering & Construction (BEC) is seeking an experienced Estimator to join our Subic team in the Philippines. The role focuses on tender preparation, cost estimation, reviewing technical requirements and supporting project delivery.

Qualifications

• Degree in Civil Engineering, Mechanical Engineering or a related discipline.
• Minimum of three years’ relevant experience in the construction industry.
• Practical experience in construction estimating, cost planning or quantity surveying.
• Working knowledge of project management and estimating software.

Responsibilities

• Review contract specifications, drawings and scopes of work, and assist with project feasibility assessments.
• Incorporate historical project data, subcontract costs and productivity analysis into unit rates and labour-hour calculations.
• Identify cost, programme and construction risks during the tendering process.
• Visit proposed project sites when required to assess and confirm site conditions.
• Obtain and evaluate quotations from material suppliers, equipment providers and subcontractors for tender submissions.
• Work closely with the Purchasing team to support procurement and buying activities.
• Prepare financial progress reports and progress claims for submission to clients.
• Liaise with clients and their representatives and attend project-related meetings when required.

About the Role:

BEC is seeking an experienced Estimator to join our team in Subic, Philippines. The role will support tender preparation, procurement and project delivery by developing accurate cost estimates, reviewing technical requirements and helping project teams manage cost, schedule and commercial matters.

The successful candidate will have a strong construction background, sound commercial judgement and the ability to work effectively with suppliers, subcontractors, clients and site teams.

Estimating and Tender Support

• Review contract specifications, drawings and scopes of work, and assist with project feasibility assessments.
• Incorporate historical project data, subcontract costs and productivity analysis into unit rates and labour-hour calculations.
• Identify cost, programme and construction risks during the tendering process.

Purchasing and Procurement Support

• Obtain and evaluate quotations from material suppliers, equipment providers and subcontractors for tender submissions.
• Work closely with the Purchasing team to support procurement and buying activities.
• Assist in comparing supplier and subcontractor proposals against project requirements.
  

Project and Site Support

• Assist with project timescales, work programmes and construction planning.
• Anticipate potential construction issues and recommend practical solutions to minimise cost, reduce risk and avoid delays.
• Support project teams with task scheduling and programme-related matters.
• Assist in preparing work programmes and method statements.
• Prepare financial progress reports and progress claims for submission to clients.
• Support the resolution of commercial or contractual matters that may arise with clients.
• Liaise with clients and their representatives and attend project-related meetings when required.

Qualifications:

• Degree in Civil Engineering, Mechanical Engineering or a related discipline.
• Minimum of three years’ relevant experience in the construction industry.
• Practical experience in construction estimating, cost planning or quantity surveying.
• Working knowledge of project management and estimating software.
