Core Functions
The Project Development Officer (PDO) is responsible for coordinating and driving the end-to-end development process of the real estate projects, from feasibility study to project completion, while working under the direction of the Project Development Manager/Executive.
The role focuses on project planning, financial feasibility, cross-functional coordination, and implementation monitoring, ensuring that projects are delivered on time, within budget, and aligned with company objectives.
Functions and Responsibilities
- 1. Market Research & Feasibility Analysis - Conduct market research, site analysis and competitor benchmarking. Prepare feasibility studies including demand, pricing, and revenue projections. Collaborate closely with QS to develop preliminary and detailed cost estimates and project development budgets. Recommend viable project concepts based on financial and market analysis (if applicable).
- 2. Project Concept & Planning – Coordinate with architects, engineers, and planners for design development. Define product mix, target market, pricing strategy, and positioning. Ensure designs are aligned with approved budget through QS coordination. Prepare project development plans, timelines, and risk assessments.
- 3. Permits, Approvals & Planning – Coordinate with the Compliance Team in the processing of necessary permits and licenses (LGU, DHSUD, environmental compliance, etc.), ensuring timely submission and alignment with project requirements. Ensure project compliance with zoning laws, building codes, and regulatory requirements. Work with legal and external consultants as needed.
- 4. Project Implementation Support – Work closely with construction management team (construction, engineering, and contractors) during project execution. Monitor Progress against approved timeliness, scope, and budget. Ensure the project is delivered on schedule, within scope, and budget. Work with QS and project teams to track cost variances and control expenditure. Identify risks, delays, and issues; recommend corrective actions.
- 5. Sales & Marketing Coordination – Collaborate with sales and marketing teams for product launch strategies. Provide project briefs, pricing, and technical details for marketing materials. Support site launches, open houses, and client presentations.
- 6. Cost Control and Budget Management – Ensure alignment between feasibility cost assumptions and actual projects costs. Support value engineering initiatives with QS and design teams. Validates progress billings and facilitate payments.
- 7. Documentation & Reporting – Prepare and update project reports, feasibility studies, and presentations. Maintain organized records of project approvals and technical documents. Report progress, risks, and recommendations to management.

Job Qualifications
- 1. Must be a bachelor’s degree holder in Real Estate Management, Urban Planning, Civil Engineering, Architecture, Business Administration, any Business-related course.
- 2. With background in sales and real estate standards and principles. Must have the ability to negotiate deals, dependable, resourceful, reliable and honest.
- 3. Exoerience in residential subdivision, condomininum, or commercial development is an advantage.
- 4. With good working attitude, systematic, flexible, result-oriented, keen to details and can work under pressure with less supervision.
- 5. Computer literate and with good communication skills.
