Job summary

Asian Development Bank (ADB) is seeking a Project Analyst (Development Effectiveness) based in Manila to support PSOD's development effectiveness assessment, monitoring, and communications. Qualifications

  • Bachelor's degree in economics, finance, business administration, public policy, development studies, statistics, or related fields.
  • At least 5 years of relevant professional experience in development effectiveness, development impact assessment, results management, monitoring and evaluation, cost-benefit analysis.
  • Knowledge of development effectiveness concepts, additionality, theories of change, results frameworks, development impact measurement, and MDB development impact approaches.
  • Good understanding of the project cycle and project processing requirements for private sector operations.
  • Strong analytical and quantitative skills, including the ability to analyze development issues, project performance, and sector trends.
  • Excellent written and verbal communication skills in English.

Organizational Setting and Reporting Relationship

The position of Project Analyst (Development Effectiveness) is assigned to the Development Effectiveness Team in the Private Sector Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD) . You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Officer, as applicable.

The position title on appointment is "Project Analyst".

Your Role

As a Project Analyst, you will undertake analytical and administrative support to ensure satisfactory development outcomes of ADB's private sector operations. You will contribute to PSOD's development effectiveness assessment, monitoring, and communications. You will support the preparation of documents related to development effectiveness such as design and monitoring frameworks, impact and outcome statements, economic analysis, evaluations, additionality assessments, theories of change, and results measurement frameworks, consistent with ADB policies, strategies, and guidelines. You will also conduct coordination and administration work.

You will:
a. Development Effectiveness Assessment and Project Support
  • Support PSOD project teams in formulating project rationales, impact statements, additionality assessments, theories of change, and results frameworks to capture the expected development contribution of proposed transactions.
  • Support PSOD project teams in defining indicators and targets to measure development results and prepare or review Design and Monitoring Frameworks (DMFs), ensuring the quality and robustness of development impact, outcome, and output indicators.
  • Support the assessment of development effectiveness during project processing, including review of project documents and consistency of development impact narratives, results frameworks, and monitoring arrangements.
  • Contribute to the application of development effectiveness methodologies, tools, and guidelines across PSOD operations.
  • Prepare and update development effectiveness monitoring tools, templates, and guidance materials.
b. Development Effectiveness Monitoring, Analytics, and Reporting
  • Undertake the collection, validation, aggregation, and analysis of development effectiveness data reported by ongoing projects.
  • Maintain and monitor records needed for compliance with reporting obligations.
  • Review reported data for correctness and completeness.
  • Prepare reports, presentations, and analytical papers on development effectiveness, including portfolio-level analysis of development results, trends, and lessons learned.
  • Support PSOD's contributions to corporate results reporting, development effectiveness reporting, and data management initiatives.
  • Support the development and enhancement of development effectiveness data systems, dashboards, and reporting tool.
  • Coordinate the integration and use of development effectiveness data from relevant corporate databases and systems.
c. Economic Evaluation & Research
  • Conduct economic analyses for relevant PSOD projects in accordance with ADB's Guidelines for the Economic Analysis of Projects.
  • Contribute to ex-post evaluations, development effectiveness reviews, and other analytical assessments through research, data analysis, and report preparation.
  • Conduct sector, country, market, and thematic research relevant to development effectiveness for PSOD projects.
  • Contribute to analytical work related to development impact measurement, development effectiveness methodologies, and emerging practices relevant to private sector operations.
  • Perform other tasks as assigned.
d. Knowledge and Learning
  • Support the preparation and dissemination of knowledge products, lessons learned, case studies, and good practices related to development effectiveness and development impact.
  • Contribute to portfolio learning and the identification of trends, lessons, and opportunities to strengthen the development effectiveness of PSOD operations.
  • Participate in sectoral and thematic networks to remain informed of developments relevant to private sector development effectiveness and impact measurement.
Qualifications
You will need:
  • Bachelor's degree in economics, finance, business administration, public policy, development studies, statistics, or related fields.
  • At least 5 years of relevant professional experience in development effectiveness, development impact assessment, results management, monitoring and evaluation, cost-benefit analysis.
  • Knowledge of development effectiveness concepts, additionality, theories of change, results frameworks, development impact measurement, and MDB development impact approaches.
  • Good understanding of the project cycle and project processing requirements for private sector operations.
  • Strong analytical and quantitative skills, including the ability to analyze development issues, project performance, and sector trends.
  • Good understanding of terms and concepts related to MDB's result management system, and economic analysis.
  • Expertise in compiling economic or statistical data to undertake cost-benefit analysis.
  • Experience with data management, reporting systems, and data visualization tools.
  • Familiarity with ADB systems and platforms such as CMS, CRM, eOps, ACES, and CreditLens would be an advantage.
  • Proven ability to work independently on assigned transactions and analytical tasks within established scopes, priorities, and timelines.
  • Strong client and results orientation, with the ability to respond proactively to primarily internal clients, understand business needs and expectations, and deliver practical and timely solutions while maintaining a high standard of service.
  • Ability to work effectively with individuals from diverse cultural and national backgrounds and to collaborate constructively in a team environment.
  • Strong report-writing and presentation skills.
  • Excellent written and verbal communication skills in English.
  • Excellent excel and spreadsheet analytical skills.

Additional Information

This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
