About the role

We are seeking a Policy and Program Lead to join the organization based in Makati City on a full-time basis. This is a strategic position that will play a crucial role in shaping and implementing our policy initiatives and program offerings. As Policy and Program Lead, you will be responsible for developing, managing, and evaluating key programs and policy positions that align with the organization's mission and the interests of our stakeholders. You will serve as a bridge between the business community and policy-making bodies, ensuring that our advocacy is grounded in research, best practices, and member priorities. This role offers the opportunity to make a tangible difference in driving positive change within the Philippines' business and social landscape.

Key responsibilities

• Develop, design, and lead the implementation of strategic programs and policy initiatives that address priority areas for the business community and society
• Conduct research, analysis, and consultation to identify emerging issues, trends, and opportunities that require policy attention or programme development
• Formulate evidence-based policy recommendations and position papers that reflect the views and interests of the organization's membership
• Manage program budgets, timelines, and resource allocation to ensure effective delivery and measurable outcomes
• Coordinate with internal teams, members, government agencies, and external stakeholders to build partnerships and drive program implementation
• Monitor and evaluate the impact and effectiveness of program and policies, using data and feedback to inform continuous improvement
• Prepare reports, presentations, and communications for leadership, members, and the wider public on policy matters and program progress
• Represent the organization in meetings, forums, and consultations with government officials, civil society organizations, and other key stakeholders
• Oversee the documentation and dissemination of research findings, case studies, and best practices to maximize the reach and influence of the organization's initiatives

What we're looking for

• Bachelor's degree in public policy, economics, business administration, political science, or a related field; a master's degree is highly desirable
• 5+ years of professional experience in policy development, program management, research, or related roles in government, non-profit organizations, think tanks, or the private sector
• Demonstrated expertise in conducting policy research and analysis, with the ability to translate complex data into actionable insights and clear recommendations
• Strong project management skills with the ability to manage multiple programmes simultaneously, meet deadlines, and deliver quality outcomes within budget constraints
• Excellent written and verbal communication skills, with the ability to articulate complex ideas clearly to diverse audiences, including business leaders, policymakers, and the general public
• Proven ability to build and maintain relationships with stakeholders across different sectors, including government, business, civil society, and academia
• Strategic thinking and problem-solving abilities, with experience in identifying emerging challenges and developing innovative solutions
• Knowledge of Philippine policy landscape, business environment, and socio-economic issues is a strong advantage
• Proficiency in data analysis, research methodologies, and familiarity with policy tools and frameworks
• Strong organizational skills, attention to detail, and the ability to work collaboratively within a team environment
