The Philippines Country Director will guide strategy, secure funding, manage finances, and build partnerships to advance rural development and resilience across communities.

The role emphasizes strong leadership for a diverse team, strategic donor engagement, and ensuring program quality while upholding safeguarding and governance standards.

Qualifications

• Master’s degree or higher in international development, rural development, public administration, social sciences, or related field.
• 7–10 years of international development experience, with 5+ years in senior leadership or country management.
• Proven success in proposal development and multi-donor fundraising.
• Experience with diverse donors (USAID, EU, multilateral agencies, foundations).
• Strong leadership, strategic thinking, and cross-cultural collaboration.

Responsibilities

• Provide strategic leadership and oversight of country operations, including financial, human, and program resources.
• Lead fundraising efforts, cultivate donors, and ensure alignment with donor requirements.
• Oversee budgeting, procurement, reporting, and compliance with policies.
• Direct program design, implementation, monitoring, and evaluation across priority areas.
• Recruit, mentor, and build a high-performing, remote-capable team.
• Represent IIRR with government, partners, donors, and civil society.
• Identify risks and ensure governance, safeguarding, and data protection compliance.
