The role oversees end‑to‑end procurement for SMS and voice routes, manages carrier relationships, monitors market and regulatory developments, and coordinates with technical and operations teams to ensure reliable, compliant service across cross‑border

Qualifications

Bachelor's degree in Telecommunications Engineering, Computer Science, Business Administration or International Trade or related disciplines.
Minimum 3 years of managerial or strategic procurement experience in telecommunications carrier industry.
Experience handling wholesale telecom procurement, carrier partnerships, or business development for SMS/voice services.
Strong network with telecom operators and carrier stakeholders.
Understanding of A2P SMS routing, cloud communications, OTP systems, and voice termination operations.
Strong negotiation skills with high-value contracts and cost optimization.
Familiarity with Southeast Asian telecom regulations and compliance frameworks.
Analytical, operational and problem-solving capabilities in telecom environments.
Ability to work independently in hybrid/cross-border settings.
Excellent English communication skills and local language proficiency.

Responsibilities

Identify and onboard telecom operators, wholesalers and aggregators across Southeast Asia for SMS and voice resources.
Lead commercial negotiations to secure competitive pricing and optimize procurement costs.
Build and maintain long-term relationships with telecom partners and stakeholders.
Oversee procurement lifecycle: sourcing, coordination, contract management, pricing adjustments and performance evaluation.
Monitor regional market trends, pricing movements and regulatory developments.
Coordinate with technical/operational teams to resolve route delivery issues and quality concerns.
Ensure compliance with regional telecommunications regulations and anti-spam policies.
Support cross-border operational initiatives and regional expansion strategies.
Prepare procurement analyses and market intelligence updates for management.
Collaborate with international stakeholders to improve procurement efficiency.
