Job summary

SMEC (An SJ Group Company) is seeking a senior leader to oversee the SEA+P Roads & Highways sub-sector, driving operational excellence and business development in line with SMEC’s values.

Responsibilities

• Provide high level operational, technical and business development management of the SEA+P Roads & Highways sub-sector to achieve SMEC’s vision and values.
• Outline, monitor, evaluate and recommend strategic plan for the sub-sector; recruit, develop, lead and manage staff and annual business plans for each function to achieve significant improvement in the sector operations.
• Ensure optimal commercial management of the Roads & Highways sub-sector, including revenue and expense budgets and monitoring of financial performance.
• In collaboration with the Regional Director provide leadership that ensures optimal business and project performance, resourcing, mobilization and professional development for Roads & Highways resources.
• Provide active and visible leadership to strategic initiatives and projects to achieve a balanced and sustainable business.
• Engage with SEA & Pacific managers to enable deployment of resources and achievement of regional agendas and plans.

Key Accountability 1

Provide high level operational, technical and business development management of the SEA+P Roads & Highways sub-sector to achieve SMEC’s vision and values through effective commercial and collaborative leadership practices.

Key Activities

• Outline, monitor, evaluate and recommend strategic plan for the sub-sector;
  • Recruit, develop, lead and manage staff and annual business plans for each function to achieve significant improvement in the sector operations;
  • Ensure the overall sector structure supports the delivery of the business plan;
• Provide professional opinions, guidance and support to the Leadership team in identifying, preparing and delivering SMEC services in line with SMEC objectives and strategies;
  • Prepare relevant business reporting as required by SMEC;
  • Oversight and governance of projects in the sector to resolve project issues and ensure project product is of high quality.

Key Accountability 2

Ensure optimal commercial management of the Roads & Highways sub-sector.

Key Activities

• Shared accountability for the overall operational success and financial performance of the multiple subsectors and the achievement of associated revenue and expense budgets;
• Oversight of financial and management reporting against business plans;
• Effective management and adequate mitigation of sector, WHS, project and associated opportunity risks;
• Effective project governance through undertaking Project Director level roles and/or sitting on Project Review Boards or similar, to achieve optimal project performance in terms of scope, budget, timeliness and quality.

Key Accountability 3

In collaboration with the Regional Director Provide leadership that ensures optimal business and project performance, resourcing, mobilization, engagement/retention and professional development and mobilisation of Roads & Highways sub-sector resources to support SJ’s overall business objectives.

Key Activities

• Contribute to the development of a high performing culture capable of delivering sustainable growth in reputation, revenue and profitability through motivating and rewarding the right performance and behaviours in line with SMEC’s values;
• Develop and/or recruit key talent critical to the ongoing development of the business and in line with business plans, succession planning and/or career development strategies;
• Ensure projects are adequately resourced with appropriately qualified and experienced team members;
• Engage with South East Asia & Pacific managers to enable the deployment of resources and the achievement of South East Asia & Pacific based agendas and plans;
• Sponsor and be a role model for active participation and promotion of resourcing activities by championing employee development opportunities, succession planning, training and mentoring of senior employees, diversity and inclusion and alignment to SMEC Values and culture.

Key Accountability 4

Provide active and visible leadership to strategic initiatives and projects to achieve a balanced and sustainable business.

Key Activities

• Champion and lead actions defined in the Strategic Plan and Business Plan;
• Review sector performance and engage with the leadership team to develop and implement improvement initiatives;
• Develop proposals and deliver support to achieve a balanced and sustainable business;
• Participate in the negotiation of major projects within broad policy guidelines as required;
• Identify and establish new business within the sector.
