Job summary

Jones Lang LaSalle Incorporated in Makati, Philippines seeks an HSE Officer for project delivery. The role is hands‑on and field‑based; you will provide HSE leadership and on‑site oversight to ensure projects are delivered safely and in compliance with regulations, working closely with delivery teams, contractors and clients.

You will build a proactive safety culture across the project lifecycle, coach junior staff, prepare HSE reports, and escalate significant risks.

Qualifications

• Diploma or degree in Occupational Safety & Health, Engineering, Construction Management or a related technical field.
• Certified Safety Officer (SO3 or higher) accredited by DOLE, with valid certification under DOLE Department Order No. 198‑18
• Additional HSE certifications are an advantage

Responsibilities

• Governance & compliance: Ensure compliance with Philippine OSH legislation and JLL/project HSE standards. Coordinate statutory submissions and liaise with regulators, including DOLE.
• Assurance & risk management: Lead project HSE inspections, audits and risk assessments. Review contractor HSE plans, method statements and permit‑to‑work arrangements. Make sure gaps and non‑conformances are closed out on time.
• Frontline safety intervention: Maintain a visible presence on site and step in on unsafe conditions or behaviours, using stop‑work authority where needed. Verify critical controls for high‑risk work such as working at height, lifting, electrical works and confined spaces.
• Contractor HSE management: Support contractor onboarding and inductions, monitor compliance and performance, and escalate significant deficiencies to project management.
• Incident management & continuous improvement: Lead or support investigations of incidents, near misses and high‑potential events. Drive corrective and preventive actions and share lessons learned.
• Leadership & stakeholder engagement: Act as HSE advisor to project and construction managers, facilitate safety briefings and workshops, and coach junior HSE personnel where applicable.
• Performance monitoring & reporting: Prepare HSE reports and dashboards, track leading and lagging indicators, and elevate significant risks and recurring issues.
