Job summary

Jones Lang LaSalle Property Consultants Pte Ltd in the Philippines seeks an HSE Officer to provide leadership, technical expertise and on-site oversight so that projects are delivered safely and in compliance with regulations. The role is hands-on and field-based; you will work with project delivery teams, contractors and clients to build a proactive safety culture throughout the project lifecycle.

The ideal candidate holds DOLE SO3 certification with 7–10 years in HSE and broad experience

Qualifications

• Diploma or degree in Occupational Safety & Health, Engineering, Construction Management or a related technical field
• Certified Safety Officer (SO3 or higher) accredited by DOLE, with valid certification under DOLE Department Order No. 198-18
• Preferably 7–10 years of relevant HSE experience, with substantial exposure to construction, engineering or project delivery environments
• Experience managing HSE across complex projects with multiple contractors
• Strong working knowledge of Philippine OSH legislation and construction safety requirements
• Practical experience in HSE audits, risk assessments, high‑risk work management and incident investigations
• HSE technical knowledge, safety leadership, risk assessment, contractor management, communication and stakeholder engagement, problem‑solving, incident investigation, HSE assurance, and proficiency in Microsoft Office and HSE reporting systems

Responsibilities

• Ensure compliance with Philippine OSH legislation and JLL/project HSE standards.
• Coordinate statutory submissions and liaise with regulators, including DOLE.
• Lead project HSE inspections, audits and risk assessments.
• Review contractor HSE plans, method statements and permit‑to‑work arrangements.
• Maintain a visible presence on site and use stop‑work authority when needed.
• Verify critical controls for high‑risk work.
• Support contractor onboarding and inductions, monitor compliance and performance.
• Elevate significant deficiencies to project management.
• Lead or support investigations of incidents, near misses and high‑potential events.
• Drive corrective and preventive actions and share lessons learned.
• Act as HSE advisor to project and construction managers, facilitate safety briefings and workshops, and coach junior HSE personnel.
• Prepare HSE reports and dashboards, track leading and lagging indicators, and elevate significant risks and recurring issues.

Job description

HSE Officer to provide HSE leadership, technical expertise and on‑site oversight so that projects are delivered safely and in compliance with regulations. The role is hands‑on and field-based. You will work closely with project delivery teams, contractors and clients to build a proactive, accountable safety culture throughout the project lifecycle.

Key responsibilities

Ensure compliance with Philippine OSH legislation and JLL/project HSE standards. Coordinate statutory submissions and liaise with regulators, including DOLE.

Lead project HSE inspections, audits and risk assessments. Review contractor HSE plans, method statements and permit‑to‑work arrangements. Make sure gaps and non‑conformances are closed out on time.

Maintain a visible presence on site and step in on unsafe conditions or behaviours, using stop‑work authority where needed. Verify critical controls for high‑risk work such as working at height, lifting, electrical works and confined spaces.

Support contractor onboarding and inductions, monitor compliance and performance, and elevate significant deficiencies to project management.

Lead or support investigations of incidents, near misses and high‑potential events. Drive corrective and preventive actions and share lessons learned.

Act as HSE advisor to project and construction managers, facilitate safety briefings and workshops, and coach junior HSE personnel where applicable.

Prepare HSE reports and dashboards, track leading and lagging indicators, and elevate significant risks and recurring issues.

About you
