Organizational context: The World Health Organization (WHO) Philippines Country Office (WCO-PHL) supports the Department of Health in accelerating the control and elimination of priority Neglected Tropical Diseases (NTDs) in line with global and regional roadmaps. The WCO-PHL implements integrated, multi-disease approaches, focusing on strengthening health systems and cross-sectoral collaboration to reduce morbidity and mortality.
Job purpose: This consultancy aims to provide operational and technical support to enhance national capacities for the management, prevention, control, and elimination of priority Neglected Tropical Diseases (NTDs) in the Philippines. The role will contribute to strengthening integrated, primary health care-based approaches for NTD control and elimination, including support for drug supply, diagnostics, and One Health collaboration. The consultant will assist in developing a national roadmap, strengthening control programs, providing tailored support for specific NTD interventions like Mass Drug Administration and leprosy case detection, and enhancing knowledge management and evidence generation related to NTDs.
Develop and provide technical input for a national roadmap to end priority NTDs, aligning with global and national strategies. Strengthen NTD control and elimination programs through intensified and integrated implementation, emphasizing Universal Health Coverage and primary health care approaches. Offer tailored support for priority NTD interventions, including Mass Drug Administration for Lymphatic Filariasis, Transmission Assessment Surveys, and leprosy active case detection and treatment. Provide technical assistance for multidrug therapy and Post-Exposure Prophylaxis for leprosy. Support control and elimination of other priority NTDs by strengthening cross-sectoral collaboration under One Health approaches. Enhance cross-cutting support for knowledge management, communication, documentation, evidence generation, and dissemination related to NTDs.
Essential: University degree in science or medicine. Postgraduate degree at the Master's level in public health, tropical medicine, epidemiology, medical parasitology, or entomology from a recognized university.
Essential: Minimum of seven years of experience in public health disease control program activities. This includes at least three years of experience in vector-borne diseases control and/or research at the international level.
Thorough knowledge of tropical diseases and their control/elimination. Skills in health situation analysis, strategic thinking, program management, and evaluation. Ability to promote national capabilities at all levels. Ability to travel and work in remote field conditions. Expert knowledge of English and Tagalog.
