Job summary

Advanced Energy is seeking an experienced NPI Purchasing and Localization Manager to drive sourcing, localization, and supplier development for new product introductions. You will ensure material readiness, cost competitiveness, and supply continuity across engineering, program management, and manufacturing teams.

The role reports to Senior Purchasing Manager and requires strong leadership, deep procurement knowledge, and a track record in EMS/high-tech environments.

Qualifications

• 8+ years in Purchasing, Strategic Sourcing, Supply Chain, or Procurement.
• 3+ years in NPI, Project Procurement, or Localization leadership roles.
• Experience in EMS, Semiconductor, Automotive, Medical, or High-Tech Manufacturing.
• Proven supplier qualification, localization, and new product introductions.
• Strong knowledge of ERP/MRP systems such as Oracle/SAP.
• Minimum 7+ years leading a small team.
• onsite role at Sta. Rosa Laguna facility.

POSITION SUMMARY

The NPI Purchasing and Localization Manager is responsible for leading sourcing, procurement, supplier development, and localization initiatives to support New Product Introduction (NPI) programs. This role ensures material readiness, cost competitiveness, supply continuity, and successful supplier qualification from product development through mass production. The position works closely with Engineering, Program Management, Quality, Manufacturing, Commodity Management, and suppliers to mitigate risks, accelerate localization, and achieve business objectives.

This position will report to Senior Purchasing Manager

Key Responsibilities

• NPI Procurement Management
• Lead sourcing and procurement activities for all NPI projects.
• Develop procurement strategies to support prototype, pilot, and production builds.
• Ensure timely material availability to meet project milestones and customer commitments.
• Manage RFQs, supplier selection, commercial negotiations, and PO placement activities.
• Monitor project schedules and proactively address material constraints.
• Localization Strategy and Execution
• Develop and implement localization strategies to reduce supply chain risk and improve responsiveness.
• Identify, evaluate, and onboard local and regional suppliers for key commodities.
• Drive China+1, regionalization, and dual-sourcing initiatives.
• Coordinate supplier qualification activities with SQE, Engineering, and Operations teams.
• Establish localization roadmaps with measurable targets and timelines.
• Supplier Development and Management
• Build strategic relationships with suppliers and key stakeholders.
• Support supplier audits, risk assessments, and business continuity planning.
• Risk Management and Supply Assurance
• Identify supply chain risks including single-source dependencies, capacity limitations, qualification delays, and geopolitical risks.
• Develop mitigation and recovery plans for critical shortages and delivery risks.
• Establish alternate sourcing strategies for high-risk commodities.
• Lead escalation management for critical supply issues affecting customer deliveries.
• Cross-Functional Leadership
• Partner closely with Engineering, Program Management, Manufacturing, Planning, Quality, and Commodity Management teams.
• Participate in design reviews and BOM readiness evaluations.
• Ensure sourcing decisions support manufacturability, cost targets, and supply continuity.
• Lead material readiness reviews for key customer programs.
• Cost Management and Negotiation
• Negotiate pricing, payment terms, lead times, and supply agreements.
• Drive cost reduction, value engineering, and productivity initiatives.
• Support annual budgeting and cost forecasting activities.
• Analyze market trends and commodity impacts on material costs.
• Project and Program Management
• Track NPI procurement activities against project milestones.
• Support prototype, EVT, DVT, PVT, pilot, and production builds.
• Ensure successful transition from NPI to mass production.
• Provide regular executive-level updates on sourcing status, risks, and mitigation plans.
• Lead and develop NPI Buyers, Purchasing Engineers, and Localization Specialists.
• Establish clear goals, KPIs, and development plans for team members.
• Promote collaboration, accountability, and continuous improvement.
• Support talent development and succession planning initiatives.

QUALIFICATIONS

Education

• Bachelor's Degree in Engineering, Business Administration, or related field

Experience

• 8+ years of experience in Purchasing, Strategic Sourcing, Supply Chain, or Procurement.
• 3+ years in NPI, Project Procurement, or Localization leadership roles.
• Experience in Electronics Manufacturing Services (EMS), Semiconductor, Automotive, Medical, or High-Tech Manufacturing environments.
• Proven experience in supplier qualification, localization, and new product introductions.
• Technical Knowledge
• Strong understanding of NPI phase gates and product development processes.
• Knowledge of ERP/MRP systems such as Oracle/SAP

Scope

• Owns executive escalation and recovery plans for critical supply chain risks impacting revenue and customer delivery commitments.
