Job summary

World Food Programme in Manila is seeking a Logistics Officer (Preparedness) to support the establishment and operation of National Humanitarian Response Hubs. The role focuses on planning, depot readiness, and cross‑agency collaboration for timely emergency responses.

You will lead SOP development, capacity assessments, and training initiatives while coordinating with OCD, DSWD, DOH, and other partners to strengthen national logistics preparedness and response capabilities.

Qualifications

• Advanced degree in Logistics, Supply Chain Management, Operations Management, or related field.
• Experience in logistics, humanitarian operations, or emergency preparedness is desirable.
• Proficiency with AutoCAD and Microsoft Office tools; GIS knowledge is an asset.

Responsibilities

• Support planning and implementation of the National Humanitarian Response Hub project across sites.
• Provide inputs for depot operations, site prep, MSU installation, and warehouse layout.
• Develop SOPs and operational guidelines for depot management and multi‑agency coordination.
• Lead or support logistics capacity assessments and CONOPS development for the MAHRD system.
• Organize training, simulations and capacity-building activities to strengthen readiness.
• Coordinate with TWG, OCD, DSWD, DOH, and other partners to align activities.
• Monitor implementation, report progress, and document lessons learned.

ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) Philippines Country Office supports the Government of the Philippines in strengthening national disaster preparedness and response systems, with a particular focus on logistics readiness and emergency supply chain capacity. As part of this effort, WFP is supporting the establishment of a National Humanitarian Response Hubs strategically located across multiple areas of the country to enhance the Government’s ability to pre‑position, manage, and rapidly deploy relief commodities and emergency assets during crises. These hubs are intended to strengthen national logistics capacity and enable timely, coordinated, and effective humanitarian response operations.

The initiative is being implemented in close collaboration with key government counterparts, including the Office of Civil Defense (OCD), Department of Social Welfare and Development (DSWD), Department of Health (DOH), and other national and local stakeholders. The project contributes to the institutionalization of government-led, efficient, and resilient emergency logistics systems.

The Logistics Officer will support the planning, implementation, and operationalization of logistics preparedness initiatives, ensuring that humanitarian response hubs, systems, processes, and capacities are aligned with national priorities and operational requirements. The position reports directly to the Supply Chain Officer (Capacity Strengthening) and works closely with the Procurement Unit, Emergency Preparedness and Response (EPR) Unit, government counterparts, and other relevant stakeholders to ensure the effective integration of logistics preparedness activities, procurement processes, infrastructure requirements, and emergency response readiness across project interventions.

JOB PURPOSE

The Logistics Officer (Preparedness) will provide technical and operational support for the establishment and operationalization of the National Humanitarian Response Hubs. The position will contribute to strengthening national logistics preparedness and emergency response capacity through preparedness planning, hub operations, systems development, capacity strengthening, and multi‑agency coordination to ensure efficient, effective, and scalable humanitarian response operations.

• 1. Project Implementation and Hub Establishment
  • 1.1. Support the planning and implementation of the National Humanitarian Response Hub project across various sites
  • 1.2. Provide technical inputs for: Installation of Mobile Storage Units (MSUs) Site preparation and infrastructure setup Warehouse layout and optimization
  • 1.3. Monitor progress of depot installation and ensure compliance with WFP standards and safety requirements
• 2. Preparedness Planning, Systems Development, and Operational Frameworks
  • 2.1. Lead and support the development of logistics preparedness systems, operational frameworks, and business processes for depot operations, including:Integration of logistics preparedness considerations into system design and operational workflows Multi‑agency inventory management systems, including dashboard and mobile‑access requirements Logistics preparedness and depot management strategies
  • 2.2. Facilitate and support the development of Standard Operating Procedures (SOPs) and operational guidelines, including:Storage and handling protocols Stock release and replenishment processes Emergency activation procedures Multi‑agency coordination mechanisms
  • 2.3. Organize and facilitate SOP and framework development workshops (write shops) with key stakeholders to ensure joint ownership, validation, and adoption.
• 3. Logistics Assessments and Concept of Operations
  • 3.1. Support the conduct of Logistics Capacity Assessments (LCA) across all project sites
  • 3.2. Contribute to the development of: Logistics Concept of Operations (CONOPS) for the MAHRD system Location‑specific logistics operational plans, including transport routes, staging areas, and last‑mile delivery strategies
  • 3.3. Ensure alignment of operational plans with national disaster response systems
• 4. Operational Readiness, Simulation Exercises, and Capacity Building
  • 4.1. Strengthen operational readiness through the design and delivery of simulation exercises, training programs, and technical support, including: Conducting Tabletop Exercises (TTX) to validate SOPs, operational frameworks, and coordination mechanisms Identifying operational gaps, capacity needs, and areas for improvement through post‑exercise reviews and lessons‑learned processes Developing and delivering training on warehouse management, inventory management systems, and emergency logistics operations Providing technical guidance and coaching to government counterparts to strengthen institutional and operational capacity Integrating lessons learned from exercises and training activities into updated SOPs, operational plans, and preparedness measures
• 5. Coordination and Stakeholder Engagement
  • 5.1. Support the coordination of the Technical Working Group (TWG) led by WFP and co‑led by OCD
  • 5.2. Engage with representatives from: Office of Civil Defense (OCD) United States Embassy (Regional Foreign Assistance) Department of Health (DOH) Department of Social Welfare and Development (DSWD) Department of National Defense (DND)
  • 5.3. Ensure alignment of activities, technical approaches, and decision‑making processes among stakeholders
• 6. Monitoring, Reporting, and Knowledge Management
  • 6.1. Monitor project implementation and provide regular updates on progress
  • 6.2. Document lessons learned, best practices, and operational insights
  • 6.3. Contribute to donor reporting and technical documentation
• 7. Post‑Handover Technical Support
  • 7.1. Support the transition and handover of hubs to government counterparts
  • 7.2. Provide technical assistance in: Initial operationalization of depots Troubleshooting logistics systems and processes Refining SOPs based on operational experience

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience in humanitarian logistics, supply chain management, emergency preparedness, or related operational activities. Experience working with UN agencies, government institutions, humanitarian organizations, or development partners is highly desirable. Demonstrated experience in warehouse operations, logistics systems, emergency response activities, and/or supply chain management. Proven ability to coordinate with multiple stakeholders and support capacity‑strengthening initiatives. Experience in logistics information management, data analysis, operational reporting, and preparedness planning. Strong analytical, planning, organizational, and communication skills.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced university degree (Master's degree or equivalent) in Logistics, Supply Chain Management, Operations Management, Industrial Engineering, Disaster Risk Reduction and Management, Humanitarian Affairs, or a related field. A first university degree (Bachelor’s degree) in a relevant field, combined with additional years of relevant work experience and/or specialized training, may be accepted in lieu of an advanced university degree. Experience: Minimum of one (1) year of relevant professional experience in logistics, supply chain management, humanitarian operations, emergency preparedness, or related fields with an advanced university degree; or three (3) years of relevant experience with a first university degree. Experience working with UN agencies, humanitarian organizations, NGOs, government institutions, or emergency response actors is highly desirable. Demonstrated experience in warehouse operations, logistics coordination, supply chain management, or emergency response activities. Proven ability to coordinate with multiple stakeholders and support logistics operations in complex environments. Experience with logistics information management systems, data analysis, and operational reporting is an advantage. Knowledge and Skills: Strong project management, coordination, and stakeholder engagement skills. Sound knowledge of engineering design principles, construction methodologies, technical specifications, and quality assurance processes. Ability to review engineering drawings, technical reports, bills of quantities (BOQs), and project documentation. Proficiency in AutoCAD 2D and Microsoft Office applications (Word, Excel, PowerPoint, and Outlook). Knowledge of GIS, AutoCAD Civil 3D, or other engineering software is an asset. Excellent analytical, problem‑solving, and organizational skills, with the ability to manage multiple activities under tight deadlines. Strong communication and report‑writing skills, including the ability to present technical information to both technical and non‑technical audiences. Language: Excellent written and oral/Communications skills in English.

COMPENSATION PACKAGE OVERVIEW
