Job summary

UNDP invites an Individual Consultant to document and synthesize best practices in partnerships that promote digital transformation and MSME development at the LGU level. The consultant will develop practical, scalable financing models and a decision framework for LGUs to adapt to their capacity and environment.

Period of assignment spans ~50 person-days over four months, focusing on governance, financing, accountability, and sustainability considerations to ensure lasting impact.

Qualifications

• Advanced degree requirement or equivalent
• 7+ years of relevant experience in local governance/partnerships/financing
• Ability to analyze governance, sustainability, inclusion and implementation risks
• Experience with digital inclusion centers or related initiatives is advantageous
• Experience with international organizations and MSME sector is advantageous

Responsibilities

• Document and synthesize good practices in partnerships for digital transformation and MSME development
• Develop a menu of practical, scalable partnership and financing models for LGUs
• Create a practical guidebook and decision framework for LGUs to assess capacity and select models
