Job summary

The Asian Development Bank invites applications for an IT Officer (IT Assurance) based at the Manila headquarters. The role leads testing of IT general controls, ISO27001 and SWIFT security controls within the Cybersecurity and Compliance Unit, reporting to ITD.

You will coordinate external audit activities, engage with auditors and IT staff, align ICFR priorities, and strengthen the IT control environment through policy updates and dashboards.

Qualifications

• Bachelor's degree in IT, Business Admin, or Computer Science.
• At least 8 years IT audit, governance, risk and controls experience.
• Experience leading IT controls reviews using SOX, SSAE, SWIFT frameworks.
• Familiar with GRC tools, IT processes and controls.
• Knowledge of COSO, NIST, PMBOK, SWIFT CSCF, ISO27001, and ITIL.
• CISA/CRISC/PMP or similar IT certifications preferred.
• Strong communication with senior executives and cross-cultural teams.
• Proficient with Office365 and Power BI.

Responsibilities

• Lead and oversee external audit activities and IT controls testing (ITGC, ISO27001, SWIFT).
• Plan and coordinate with auditors and IT staff to ensure timely, effective audits.
• Coordinate ICFR testing priorities with CTL and ITD.
• Streamline risk and control matrices per relevant frameworks.
• Provide SME on ICFR, ISO27001 audits and IT controls security reviews.
• Review service provider work papers for accuracy and completeness.
• Manage execution, reporting and vendor performance to SLAs.
• Update IT policies and the Operations Manual, AO 4.05 alignment.
• Oversee evidence collection tool administration and dashboard/report development.
