We are seeking a skilled and experienced IT Procurement Manager with strong background in strategic and category procurement. For this role, you will manage strategic procurement projects including:
- Conducting market research on procurement categories
- Developing and reviewing business cases
- Gathering and analyzing internal spend and supplier performance data
- Agreeing appropriate procurement strategies including negotiation strategies e.g. face to face / e‑Auctions
- Agreeing appropriate contract terms and commercial schedules for the procurement project
- Drafting and/or quality assuring tendering documentation
- Launching procurements via the e‑Sourcing tool, and agreeing evaluation approach and educating stakeholders on evaluation methodology
The challenge is to:
- Manage IT procurement projects and work with multiple stakeholders across Hong Kong, Singapore and if necessary, with other DF Countries supporting the IT procurement team
- Create and implement procurement strategies
- Work closely with stakeholders to review the scope and specifications, including service level agreements and key performance indicator requirements
- Create the sourcing documentation for RFI, RFx and E‑Auction via the Dairy Farm procurement system to achieve business objectives in terms of both quality and achieving best value for money
- Lead objective evaluation and clarification process
- Participate and/or lead in contract negotiation, analyzing the technical and commercial scores to achieve business targets within the current market conditions
- Complete the DocuSign contract approval process
- Analyze spend data to understand actual spend versus contractual commitments, non‑compliance and identify opportunities for improvements, different buying approaches and/or saving opportunities
- Ensure compliance with legal, regulatory and IT security and cyber requirements
- Complete the internal procurement governance including drafting spend approval and contract recommendation papers, completing the saving tracker, etc.
- Create and actively manage IT category plans
- Ensure integrity and ethics are sustained throughout the procurement process
- Maintain the integrity of infrastructure, security, data engineering, corporate technology, retail, SAP, data science and analytics categories
Do you have experience in?
- 5-10 years of IT procurement experience
- Good command in English and strong communication, influencing and negotiation skills
- Proficiency in Cantonese and Mandarin is preferred but not required
- Degree or equivalent in Purchasing and Supply/Business or related discipline
- Experience in retail and multi‑market industry is preferred but not required
- Experience working in a small team, able to follow end-to-end procurement process and work independently
- Strong data capture, analysis and option‑generating skills, able to provide solutions
- Pro‑active, self‑motivated, well‑organized, efficient and able to work under pressure
- Achievement‑ and goal‑oriented with good organization skills, able to manage multiple projects simultaneously
- Strong computer literacy skills with excellent Excel spreadsheet knowledge
