Job summary

Manpower Philippines is seeking an Implementation Manager / Project Manager to lead end-to-end delivery of fixed network projects in the Philippines. You will oversee planning, site deployment, subcontractor coordination, customer liaison, and project closure to meet quality and schedule targets.

The role requires Java hands-on leadership in telecommunications deployment, risk management, and employee supervision, with readiness to travel and work overtime when needed.

Qualifications

  • Bachelor's degree in Electronics Engineering, Telecommunications Engineering, Electrical Engineering, Computer Engineering, Information Technology, or any related field.
  • Minimum of 3–5 years of experience in a Project Manager or Implementation Manager role within the telecommunications industry.
  • Hands‑on experience in transport network deployment, including IPRAN, DWDM, IP Network, Fiber Optic, Metro Ethernet, or Transmission projects.
  • Experience in managing subcontractors, site implementation, customer coordination, and project acceptance activities.

Responsibilities

  • Lead fixed network implementation projects as National or Regional PM.
  • Develop and monitor project plans to ensure on-time, high-quality delivery.
  • Prepare weekly updates for customer meetings and daily internal status reports.
  • Produce PCB reports with progress, risks, and financial status.
  • Drive monthly site delivery targets, billing milestones, and overdue collections.

Job description

The Implementation Manager / Project Manager is responsible for leading the end-to-end delivery of fixed network implementation projects, ensuring timely execution, quality delivery, customer satisfaction, and achievement of business targets. This role oversees project planning, site implementation, subcontractor management, customer coordination, project reporting, billing, and project acceptance while ensuring compliance with company policies and industry standards.

Key Responsibilities:
  • Manage fixed network implementation projects as a National Project Manager (PM) or Regional Project Manager (PM).
  • Develop, monitor, and execute project plans to ensure on-time and high-quality project delivery.
  • Prepare and present weekly project updates during customer meetings and provide daily internal project status reports.
  • Prepare and present Project Control Board (PCB) reports, including project progress, risks, issues, financial status, and action plans.
  • Lead the achievement of monthly site delivery targets, billing milestones, and overdue collection targets.
  • Identify project risks and resolve operational issues while ensuring compliance with company policies and regulations.
  • Manage and monitor subcontractor activities from material delivery, site installation, testing, acceptance, documentation, and billing.
  • Serve as the primary point of contact for customers and subcontractors, ensuring effective communication and stakeholder management.
  • Coordinate with internal departments, including Engineering, Operations, Logistics, Finance, and Procurement, to support successful project execution.
  • Oversee site installation and acceptance activities for transport network projects, including IPRAN, DWDM, and IP network deployments.
  • Conduct regular site visits to monitor project progress, resolve site issues, and ensure compliance with quality and safety standards.
  • Support warehouse activities, including equipment inspection, inventory verification, and equipment pull-out, when required.
  • Ensure proper project documentation, acceptance certificates, handover reports, and project closure activities are completed.
  • Monitor project schedules, budgets, and resource utilization to ensure project objectives are achieved.
Qualifications:
Education
  • Bachelor's Degree in Electronics Engineering, Telecommunications Engineering, Electrical Engineering, Computer Engineering, Information Technology, or any related field.
Experience
  • Minimum of 3–5 years of experience in a Project Manager or Implementation Manager role within the telecommunications industry.
  • Hands‑on experience in transport network deployment, including IPRAN, DWDM, IP Network, Fiber Optic, Metro Ethernet, or Transmission projects.
  • Experience in managing subcontractors, site implementation, customer coordination, and project acceptance activities.
Technical Skills
  • Strong knowledge of telecommunications infrastructure and fixed network deployment.
  • Familiarity with project lifecycle management and project implementation methodologies.
  • Experience preparing project reports using Microsoft Excel and PowerPoint.
  • Proficient in Microsoft Office applications (Excel, Word, PowerPoint, Outlook).
  • Knowledge of billing processes, project documentation, project acceptance, and revenue recognition.
  • Understanding of telecom quality standards, health and safety practices, and regulatory requirements.

  • PMP, PRINCE2, or equivalent Project Management certification is an advantage but not required.
