Job summary

UNICEF Philippines is seeking a Social and Behaviour Change Officer to support the nationwide HPV vaccination programme and strengthen routine immunization. The role will turn behavioural evidence into practical strategies that help communities overcome barriers to vaccination, boost demand and strengthen community engagement with vaccines.

Qualifications

• Education: Bachelor or equivalent (First Level University Degree) in Social Science, Social Communication, Sociology, Anthropology, Development Studies, Communication Science, Communications, Psychology, Science, Sciences, and related fields.
• Work Experience: 2 years in Communication, Social and Behavior Change, Health and Nutrition, immunization, community engagement, risk communication, demand generation, public health.
• Skills: Strategic Communication, Community Engagement, Social Mobilization, Planning Process, Data Analysis, Report Writing, Capacity Building, Coordination, Immunization, Public Health, Research, data analysis and evidence use, RCCE for routine immunization and campaigns.
• Language Requirements: Fluency in English and Filipino.
• Language: Knowledge of another UN language or local language is an asset.
• Immunization programme experience etc.: Field level experience and government/donor coordination is an advantage.
• Relevant country-level development and humanitarian experience.

Responsibilities

• Evidence generation and use: Translate social and behavioral evidence into actionable recommendations for vaccination programmes, policies and SBC interventions.
• SBC strategic planning and implementation: Provide technical assistance to national and sub-national partners in the design, implementation and quality assurance of evidence-based SBC strategies for HPV vaccination and routine immunization.
• Capacity building and knowledge management: Strengthen SBC capacities of government, partners and UNICEF teams and support development, documentation and dissemination of tools and learning resources.
• Monitoring, evaluation and learning: Support monitoring and evaluation of SBC interventions and use findings to improve programme effectiveness, accountability and learning.
• SBC systems strengthening: Contribute to institutionalizing SBC within government systems including workforce development, governance and budgeting, partnerships with academia and other actors.
