Job summary

UNOPS Philippines seeks an on-site ICT Associate to coordinate technical implementation for SUBATRA, acting as the on-site contact between distributed technical leadership and the OCM-ICO development team.

Provide on-site technical coordination for the implementation of the OCM-ICO's Automated Collection and Monitoring System under the SUBATRA Programme, serving as the designated on-site technical point of contact between distributed technical leadership and the OCM-ICO development team, supporting Linux-based infrastructure and deployment activities alongside OCM-ICO technical staff, and contributing to institutional capacity building through technical collaboration. This is a retainer position providing technical expertise on an intermittent and/or as-needed basis.

About The Group

Background Information - SUBATRA Support to Bangsamoro Transition (SUBATRA) is a 5-year program funded by the European Union and co-financed by the Spanish Agency for International Development Cooperation (AECID), through an Agreement with the Government of the Republic of the Philippines. SUBATRA contributes to a smooth and timely undertaking of the transition through capacity building of the three branches of the Bangamoro Government (executive, legislative, and judicial) and civil society organizations. This will promote an enabling good governance environment and support the efficient implementation of policies set up by the transition plan, with a focus on capacities that are critical for the sound functioning of interim institutions. These include

  • Output 1: Enhanced capacity of the Office of the Chief Minister and selected ministries, offices, and agencies (MOAs) to formulate and implement transitional policies;
  • Output 2: Enhanced capacity of the Bangamoro Parliament to effectively exercise its lawmaking, oversight, and representation functions;
  • Output 3: Enhanced capacity of the multi-faceted Bangamoro justice system to guarantee access to justice, especially for marginalized and vulnerable groups; and
  • Output 4: Enhanced capacity of the civil society to support participatory governance and help mitigate risks to peaceful transition in BARMM.
The expected outcomes of the project are:
  • Overall Objective: To contribute to a peaceful, cohesive, secure, and inclusively developed Mindanao.
  • Specific Objective: The establishment of an enabling democratic governance environment for a smooth implementation of the transition in the Bangamoro Region.

UNOPS is responsible for the provision of logistical and administrative support, which includes the organization of training, workshops, seminars, and study tours, as well as the foreseen procurement of equipment under Outputs 1, 2, and 3, including communication and visibility and monitoring and evaluation activities. In addition, UNOPS is in charge of the assessment and implementation of the infrastructure and ICT components of the Action linked to Outputs 1, 2, and 3. UNOPS will coordinate and receive policy directions from the EU and abide by decisions and directions provided by the Programme Steering Committee (PSC) of SUBATRA, in accordance with the matrix of responsibilities, UNOPS rules and procedures, and within the budget limit of its Agreement with the donors.

Role Purpose

The role coordinates on-site technical implementation activities, supports the verification and upkeep of project environments, assists with deployment and development tooling, monitors delivery progress, and maintains technical documentation under the direction of the ICT Specialist and OCM-ICO technical leadership. The ICT Associate - Technical Coordination further contributes to issue identification, escalation, security and compliance verification, and stakeholder coordination throughout the sprint-based delivery lifecycle.

Reporting to the designated ICT Specialist and working under the technical supervision of OCM-ICO, the role ensures that assigned outputs — including environment verification activities, deployment support, coordination records, progress reports, and supporting documentation — are delivered in accordance with project requirements, engineering standards, security requirements, and milestone timelines. The role additionally contributes to institutional capacity development through collaborative technical engagement with OCM-ICO counterparts, supporting long-term operational sustainability after project completion.

Functions / Key Results Expected
  • Coordinating On-Site Technical Implementation and Project Communication
  • Serve as the designated on-site technical point of contact for the AC-AMS implementation at OCM-ICO.
  • Maintain continuous communication with the ICT Specialist, including regular delivery status updates and prompt escalation of blockers, risks, and emerging issues.
  • Convey technical direction, decisions, and project context between the ICT Specialist and the OCM-ICO development team.
  • Represent the ICT Specialist at on-site meetings, working sessions, and technical discussions as designated, and report outcomes without delay.
  • Supporting Infrastructure, Environment, and Deployment Activities
  • Support the monitoring and day-to-day troubleshooting of Linux-based server environments used for AC-AMS development, staging, and production, under the direction of the OCM-ICO DevOps and Network lead.
  • Assist in verifying environment configuration, server availability, network connectivity, and deployment readiness within the OCM-ICO infrastructure environment.
  • Assist in preparing deployment, staging, and rollout activities in coordination with the OCM-ICO DevOps and Network lead.
  • Support on-site verification of biometric terminal connectivity, edge gateway installation, and related hardware commissioning activities.
  • Observe the operational stability of deployed system components and elevate anomalies for resolution.
  • Maintain records of environment configuration, access arrangements, and changes applied.
  • Supporting Development Workflows and Project Tooling
  • Provide access provisioning support, configuration assistance, and first-line troubleshooting for the project's development tooling.
  • Maintain sufficient working familiarity with the adopted tooling and associated workflows to monitor accurately and report on development activity.
  • Assist the OCM-ICO development team in adopting new or updated tooling introduced over the course of the project, including AI-assisted development tools where these form part of the project's adopted toolset.
  • Promote consistent application of established development workflows, engineering standards, and quality expectations across the team.
  • Report to the ICT Specialist on tooling utilisation, effectiveness, and any constraints affecting delivery throughput.
  • Participating in Agile Delivery and Engineering Processes
  • Participate actively in sprint-based delivery activities, daily stand-up meetings, sprint reviews, and collaborative planning sessions.
  • Follow established Git workflows, version control standards, branching strategies, and CI/CD processes defined by OCM-ICO.
  • Contribute to technical discussions, troubleshooting activities, and issue resolution processes.
  • Support the timely completion of assigned sprint deliverables and milestone activities.
  • Upholding Operational Quality, Security, and Compliance
  • Apply secure operational practices in project environments, including appropriate access control, credential management, and change management.
  • Assist in verifying that project environments and configurations align with ICT governance requirements, data privacy obligations, and security standards defined by OCM-ICO.
  • Escalate security concerns, access anomalies, and compliance gaps to the ICT Specialist and OCM-ICO technical leadership.
  • Support the OCM-ICO development team in addressing findings arising from testing and User Acceptance Testing (UAT) activities that relate to environment, configuration, or deployment.
  • Maintaining Technical Documentation and Progress Reporting
  • Prepare accurate progress reports for the ICT Specialist covering delivery status, risks, blockers, and dependencies.
  • Document issues, risks, and deviations from plan as they arise on site, and elevate them through the designated reporting line.
  • Maintain technical documentation covering environments, configurations, deployment procedures, and operational runbooks.
  • Contribute to user guides, maintenance documentation, deployment instructions, and handover materials.
  • Track task and sprint progress against the agreed delivery schedule and milestone timelines.
  • Contributing to Knowledge Transfer and Institutional Capacity Building
  • Participate in collaborative technical sessions with designated OCM-ICO counterparts throughout the engagement.
  • Guide OCM-ICO personnel in the operation and maintenance of project environments and tooling.
  • Contribute to institutional knowledge transfer efforts aimed at enabling OCM-ICO to independently operate, maintain, and extend the system after project completion.
Education Requirements
  • Secondary school (or equivalent) with 6 years of relevant experience OR
  • Bachelor's degree (or equivalent) in any discipline with 2 years of relevant experience.
Experience Requirements
  • Relevant experience is work in ICT operations, systems administration, technical support, or IT infrastructure.
  • Working knowledge of Linux-based server environments — file permissions, package management, service management, and log inspection via the shell. Any distribution or comparable Unix-like experience is acceptable.
  • Experience in supporting or participating in the software development lifecycle, including one or more of the following: version control, testing, and/or deployment processes.

  • Experience with collaborative or Agile software development practices.
  • Familiarity with AI-assisted development tooling and workflows.
  • Experience working with substantial autonomy under distributed or remote technical supervision.
