Provide on-site technical coordination for the implementation of the OCM-ICO's Automated Collection and Monitoring System under the SUBATRA Programme, serving as the designated on-site technical point of contact between distributed technical leadership and the OCM-ICO development team, supporting Linux-based infrastructure and deployment activities alongside OCM-ICO technical staff, and contributing to institutional capacity building through technical collaboration. This is a retainer position providing technical expertise on an intermittent and/or as-needed basis.
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.
Established in 2016, UNOPS Philippines supports the government and development partners in advancing sustainable development through services including sustainable procurement, project and grant management, infrastructure, and logistical support. UNOPS projects in the Philippines focus on key areas such as governance, justice, health, and infrastructure, with a strong emphasis on capacity building, community resilience, and accelerating progress toward the Sustainable Development Goals (SDGs).
Background Information - SUBATRA
The expected outcomes of the project are:
UNOPS is responsible for the provision of logistical and administrative support, which includes the organization of training, workshops, seminars, and study tours, as well as the foreseen procurement of equipment under Outputs 1, 2, and 3, including communication and visibility and monitoring and evaluation activities. In addition, UNOPS is in charge of the assessment and implementation of the infrastructure and ICT components of the Action linked to Outputs 1, 2, and 3. UNOPS will coordinate and receive policy directions from the EU and abide by decisions and directions provided by the Programme Steering Committee (PSC) of SUBATRA, in accordance with the matrix of responsibilities, UNOPS rules and procedures, and within the budget limit of its Agreement with the donors.
The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), through the Office of the Chief Minister — Information and Communications Office (OCM-ICO), is implementing the Attendance Collection and Monitoring — Automated Collection and Monitoring System (AC-AMS). The project aims to automate the collection, processing, and reporting of employee attendance data across BARMM agencies.
The ICT Associate - Systems Support provides on-site technical coordination for implementing the AC-AMS at the Office of the Chief Minister – Information and Communications Office (OCM-ICO) under the SUBATRA Program. The role contributes to the reliable and well-documented delivery of the system within the OCM-ICO infrastructure, in accordance with BARMM ICT policies, operational and security requirements, and OCM-ICO-established software engineering standards. The position is coordination- and operations-oriented, working alongside the software development capacity resident within the OCM-ICO development team.
The position requires solid working experience in ICT operations, Linux server environments, infrastructure and deployment support, and the software development lifecycle.
The ICT Associate - Systems Support works closely with the ICT Specialist, the OCM-ICO Lead Developer, the OCM-ICO DevOps and Network Lead, and project stakeholders to coordinate the verification, deployment, and documentation of system components within the OCM-ICO infrastructure. Ownership of the OCM-ICO data center, network, and server infrastructure rests with OCM-ICO; the role works in support of and under the direction of the OCM-ICO DevOps and Network Lead on all infrastructure matters. Technical direction for the project is provided on a distributed basis. The role, therefore, serves as the designated on-site technical point of contact, maintaining continuous communication with the ICT Specialist so that technical direction, delivery progress, risks, and emerging issues are conveyed accurately in both directions and without delay. The role carries substantial on-site autonomy and calls for corresponding professional judgment, initiative, and reliability.
The role also supports knowledge transfer through technical collaboration with OCM-ICO personnel to strengthen institutional technical capability and support the long-term sustainability and maintainability of the system after project completion.
The role coordinates on-site technical implementation activities, supports the verification and upkeep of project environments, assists with deployment and development tooling, monitors delivery progress, and maintains technical documentation under the direction of the ICT Specialist and OCM-ICO technical leadership. The ICT Associate - Technical Coordination further contributes to issue identification, escalation, security and compliance verification, and stakeholder coordination throughout the sprint-based delivery lifecycle.
Reporting to the designated ICT Specialist and working under the technical supervision of OCM-ICO, the role ensures that assigned outputs — including environment verification activities, deployment support, coordination records, progress reports, and supporting documentation — are delivered in accordance with project requirements, engineering standards, security requirements, and milestone timelines. The role additionally contributes to institutional capacity development through collaborative technical engagement with OCM-ICO counterparts, supporting long-term operational sustainability after project completion.
