Job summary

ADM Philippines is seeking a Hub buyer in Cebu to drive procurement strategy through market intelligence, sourcing, supplier selection, contract negotiation and supplier performance management. You will develop processes for stakeholder engagement and data‑driven decision making, including NDAs, RFQs/RFPs, and master contracts tailored to each category.

You will review PRs, convert to POs, manage supplier relationships, and push continuous P2P improvements in partnership with Global Procurement

Qualifications

• Bachelor's degree in engineering, Business Economics, Finance or related field.
• Three+ years of procurement experience preferred.
• Self-driven team player with strong communication and interpersonal skills.
• Solid analytical skills to interpret data and support decision making.
• Understanding of Procure-to-Pay, purchasing intelligence and ability to set priorities.
• Tech-savvy with experience using procurement systems.
• Experience with e-Sourcing concepts and tools is a plus.
• Experience in Food/Nutrition or Biotech is advantageous.

Responsibilities

• Review PRs and convert to POs accurately across ADM locations.
• Ensure compliance with Global Non-Commodity Procure-to-Pay Policy.
• Develop strategies to mitigate supply risks and optimize supplier base.
• Collaborate with PR creators for timely, robust communication.
• Support Hub & Spoke purchasing infrastructure and stakeholder engagement.
• Develop KPIs to track Procure-to-Pay metrics and drive improvements.
• Communicate approved POs and manage supplier relationships on delivery, quality, price.
• Identify opportunities for cost reduction and lead sourcing projects.
• Coordinate with Finance to ensure timely payment of supplier invoices and resolve P2P bottlenecks.
• Maximize strategic/contracted supplier agreements across locations.
• Provide analysis and negotiation support for category plans and vendor evaluations.
• Monitor market trends to drive continuous improvement and innovation.

Job description

An opportunity has arisen for a Hub buyer with the Procurement organization within ADM Philippines to be based in Cebu. The Hub buyer will implement strategy through market intelligence, sourcing, supplier selection, contract negotiation and supplier performance management, using ADMs 7-step sourcing process. He/she will also develop processes to ensure stakeholder engagement and data-centered decision making. He/she will prepare non-disclosure agreements, requests for quotes/proposals, negotiate master contract and present business cases to key stakeholders specific to a category.

Your Responsibilities

• Timely and accurate review of all submitted PRs (purchase requests) and conversion to POs (purchase orders) across all ADM locations.
• Responsible for ensuring compliance with the Global Non-Commodity Procure-to-Pay Policy and sharing best practices across the business
• Understanding critical items and services, and developing and implementing strategies to mitigate supply risks
• Partnering with PR creators across all locations to provide on-time, robust communication
• Support the deployment of the Hub & Spoke purchasing infrastructure This will involve significant interaction with Global Procurement, and all locations, and require constant collaboration with location stakeholders to achieve a world-class purchasing model
• Assisting in developing KPI’s to track Procure-to-Pay metrics and collaborate with Global Procurement and location colleagues to drive continuous improvement in these areas
• Communicate approved purchase orders to suppliers and overall management of relationships with key suppliers – SRM related to delivery, quality, price, etc.
• Manage the supply base of the locations developing mutually beneficial relationships with key suppliers
• Identify and present opportunities for cost reduction. Drive sourcing projects and negotiations with local and regional suppliers as needed.
• Partner with the Finance team to ensure timely payment of supplier invoices and work to address P2P issues which may cause bottlenecks for invoice processingWork with locations to ensure maximization of strategic/contracted supplier agreements
• Support sourcing initiatives through analysis, preparation of fact-based negotiation strategies, supplier evaluations, and implementation of MRO Category plans and/or other category assigned.
• Monitor external marketplace trends and dynamics to identify opportunities for continuous improvement and innovation within the category.

Your Profile

• Minimum of a bachelor’s degree in engineering, Business Economics, Finance or related field is required
• 3+ years of experience in procurement, MRO& MRO Service category is a plus.
• Self-driven team player with strong communication and interpersonal skills (collaboration across functions, co-operation with external partners and suppliers)
• Solid analytical skills with the ability to interpret data, generate insights, and support decision-making processes.
• Understanding of Procure-to-Pay process, purchasing intelligence, able to set up priorities and manage aggressive assignments
• Technology adept (systems, operating platforms)
• Experienced in adapting e-Sourcing concepts in procurement activities. Proficient in using relevant e-Sourcing tools
• Skilled in cost/benefit analysis, negotiation and alternative decision making
• Experience in Food/Nutrition, Biotech is a plus
