The Asian Institute of Maritime Studies in Pasay City is seeking an experienced Applications Management Department Head to lead our ICT function and align technology with institutional goals. This is a full-time leadership role overseeing enterprise applications, governance, and digital transformation across administrative and academic settings.

You will manage a team of technology professionals, drive strategic initiatives, monitor performance, and report to senior management on technology

Qualifications

• Bachelor's degree in IT, CS, business, or related field; master's preferred.
• At least 10 years in application management or related tech leadership.
• At least 5 years leading technology teams.
• Proven expertise in enterprise applications, systems architecture, and IT infra.
• Strong knowledge of ALM, software development methodologies, and IT governance.
• Experience managing multiple projects concurrently.
• Excellent communication for non-technical stakeholders.
• Proven ability to mentor and develop technology teams.
• Data-driven decision making with strong analytical skills.
• Experience in education sector or institutional environments is desirable.
• Familiarity with maritime industry is an advantage.
• Knowledge of cloud, cybersecurity, and emerging tech.
• Professional certifications such as PMP, ITIL preferred.

Responsibilities

• Lead and manage the Application Management Department with strategic direction.
• Oversee development, implementation, and maintenance of enterprise applications.
• Manage full lifecycle of applications from planning to continuous improvement.
• Develop and implement application management policies and best practices.
• Supervise and mentor department staff, ensuring high performance.
• Manage IT budgets for application development, licensing, infrastructure.
• Ensure compliance with security, data protection, and regulatory requirements for education.
• Monitor application performance and availability to optimise uptime.
• Report to senior management on departmental performance and technology trends.
