Job summary

HFP Consulting Inc. in the Philippines seeks an Environmental specialist to support Mindanao operations. You will conduct baseline environmental field studies, coordinate with DENR and LGUs, and prepare EIS/IEE/ESIA documents under minimal supervision.

You will monitor EMP and ECC conditions, track permits, compile reports, and present findings to clients and project managers. Strong technical writing, data analysis, and relationship building with regulators are essential.

Qualifications

  • Bachelor's degree in a relevant field.
  • 3–5 years of proven experience in environmental assessments, ESIA/EIS preparation, baseline surveys, and DENR compliance.
  • Proficiency in technical writing, environmental data analysis, standard reporting tools, and document management systems.
  • Strong communication and ability to present data and updates to clients and project managers.

Responsibilities

  • Coordinate and conduct baseline environmental field studies, sampling, and data gathering for project sites.
  • Assist in the preparation of EIS, IEEs, and ESIA.
  • Prepare monitoring reports, including Compliance Monitoring Reports (CMR) and SMR.
  • Identify and secure environmental permits (ECC, CNC, Discharge Permits, Permits to Operate) per DENR-EMB policies.
  • Track permit and study submission timelines, proactively resolving bottlenecks with regulatory bodies.
  • Establish and maintain effective working relationships with DENR, LGUs, and project stakeholders.
  • Conduct site inspections and audits to monitor adherence to environmental management plans (EMP) and ECC conditions.
  • Document field findings, analyze environmental data, and report risks or non-compliance promptly.
  • Present environmental data and technical updates clearly to clients and project managers during meetings.
  • Maintain structured records of environmental data, baseline surveys, permit files, and agency correspondence.
  • Perform ad-hoc technical assignments and operational tasks as directed by management.

REPORTS TO: Project Manager, and Technical Manager

JOB PURPOSE:
  • Responsible for supporting Mindanao operations in environmental management, baseline

field studies, and regulatory compliance under DENR and other relevant agency guidelines.

  • Conducts technical fieldwork, environmental assessments, document preparation, and

regulatory coordination with minimal supervision.

  • Demonstrates a proactive, "willing-to-learn" attitude to research emerging environmental

guidelines, solve complex field challenges, and support management operations.

MAIN TASKS, DUTIES, AND RESPONSIBILITIES:
  1. Environmental Studies & Impact Assessment:

  • Coordinate and conduct baseline environmental field studies, sampling, and data gathering

for project sites.

  • Assist in the preparation of Environmental Impact Statements (EIS), Initial Environmental

Examinations (IEE), and Environmental and Social Impact Assessments (ESIA).

  • Prepare technical environmental monitoring reports, including regular Compliance

  1. Monitoring Reports (CMR) and Self-Monitoring Reports (SMR).

  2. Permitting & Regulatory Coordination:

  • Identify and secure applicable environmental permits and clearances (e.g., ECC, CNC,

Discharge Permits, Permits to Operate) in accordance with DENR-EMB and related policies.

  • Assist with the documentation and monitoring of relevant tenurial instruments and forestry

permits (e.g., SFLMA, FLA, MLA, Tree Cutting Permits) where required.

  • Track permit and study submission timelines, proactively resolving bottlenecks with

regulatory bodies.

  • Establish and maintain effective working relationships with DENR, local government units

(LGUs), and project stakeholders.

Field Compliance & Monitoring:
  • Conduct site inspections and audits to monitor adherence to environmental management

plans (EMP) and ECC conditions.

  • Document field findings, analyze environmental data, and report risks or non-compliance

issues promptly.

  • Present environmental data and technical updates clearly to clients and project managers

during meetings.

  1. Documentation & Support:

  • Maintain structured records of environmental data, baseline surveys, permit files, and

QUALIFICATIONS:
  • Education: Bachelor's degree in Environmental Science, Forestry, Natural Resources

Management, Environmental Engineering, or a related field.

  • Experience: 3-5 years of proven experience in environmental assessments, ESIA/EIS

preparation, baseline surveys, and DENR compliance.

  • Technical Skills: Proficiency in technical writing, environmental data analysis, standard

reporting tools, and document management systems.
