The role oversees cost engineers, BIM specialists, and support staff to deliver projects within budget, aligned with design intent and contractual/technical requirements. Strong leadership, costing and reporting skills are essential.
We are looking for a Cost Officer to lead our project site team in delivering efficient cost control, accurate documentation, and strong coordination across engineering and operations.
This role will oversee cost engineers, BIM specialists, and support staff while ensuring projects are delivered within budget, aligned with design intent, and compliant with contractual and technical requirements.
Bachelor’s Degree in Civil Engineering
At least 3 years experience in construction cost engineering / quantity surveying
With at least 2 years in a leadership or supervisory role
Strong background in:
Cost estimation and quantity surveying
Project cost control and reporting
Construction processes and engineering standards
Proficient in:
CostX or similar cost estimation tools
Basic BIM and Primavera navigation
Strong analytical, communication, and problem-solving skills
Ability to manage multiple priorities in a fast-paced environment
1. Financial Management & Cost Control
Oversee budget monitoring, quantity take-offs, and bill of materials aligned with EPC schedules
Lead cost forecasting and ensure accuracy of cost-to-complete projections
Review and validate progress billing, variation orders, and subcontractor claims
Identify cost-saving opportunities and implement value engineering initiatives
Manage subcontract agreements and resolve cost-related disputes
2. Cost Reporting & Monitoring
Review and analyze project cost reports for accuracy and insights
Monitor financial performance and recommend improvements
Ensure proper tracking of variation orders, contingency plans, and payments
Oversee project dashboards and reporting systems
Ensure timely close-out of final accounts
3. Technical & Design Coordination
Coordinate with design and operations teams on project changes and revisions
Ensure timely delivery and alignment of drawings (FCD) and BIM models
Review shop drawings, technical submittals, and construction methods
Conduct site visits to ensure compliance with plans and specifications
Act as liaison between Design and Operations teams
4. Document Control & Systems Management
Ensure proper documentation, review, and approval of all project records
Oversee BIM 360 and document flow management
Ensure completeness of as-built drawings and close-out documentation
5. Team Leadership & Development
Lead, mentor, and manage Cost Engineers, BIM Specialist, and support staff
Monitor team performance and KPIs (KRAs)
Support individual development plans and capability building
Ensure timely execution of deliverables and deadlines
