Job summary

Rare is seeking a Manager, Program Implementation to oversee planning, execution, and review of coastal conservation projects across municipalities in the Philippines. You will travel to project sites to coordinate governance, capacity building, and community engagement activities with local governments, communities, and partners.

Qualifications

• Bachelor’s degree in fisheries, biology, marine biology, environmental science, social science, community development or relevant field; a master’s degree is a plus.
• At least 5 years’ experience in a multi-cultural office and team-based environment with a track record in assisting local governments and building organizational capacities.
• Experience in blue carbon initiatives, strengthening marine protected areas, fisheries governance and/or coastal resource management in partnership with local government units.
• Excellent skills in event organizing and facilitation, training management and delivery for various stakeholders including LGU partners and community-based organizations.
• Capacity to provide coaching to LGU and community partners and apply social marketing/behavior change interventions.
• Experience in writing development/conservation/management plans such as MPA management plans and coastal/fisheries resources management plans.

Responsibilities

• Lead program management, including integrated planning, budget leveraging, and site-level oversight.
• Coordinate governance, enforcement, and monitoring activities at implementation sites.
• Manage site implementation partners and coach delivery partners.
• Engage mayors and build alliances for sustainable fisheries.
• Support donor reporting, knowledge sharing, and toolkit development.
