Job summary

Rare is seeking a Manager, Program Implementation to oversee planning, execution, and review of a coastal fisheries project across Zamboanga Sibugay. The role requires travel to project sites, coordinating with LGUs, communities, and partners to ensure alignment with standards and objectives.

You will lead integrated planning and budget leveraging, supervise staff, and build local capacity through coaching, training, and capacity building activities.

Qualifications

  • Bachelor’s degree in fisheries, biology, or related field; master’s degree is a plus.
  • At least 5 years’ experience in multi-cultural, or NGO settings with local governments.
  • Strong program management skills with training in project management.
  • Experience in blue carbon, MPAs, fisheries governance, or coastal resource management.
  • Excellent event organizing, facilitation, and stakeholder engagement.
  • Proficiency in Microsoft Word, Excel, PowerPoint; comfort with mobile apps.

Responsibilities

  • Lead program implementation planning, budgeting, and site-level oversight.
  • Manage site implementation partners and coach co-delivery partners.
  • Engage mayors and LGUs to champion sustainable fisheries.
  • Coordinate reporting, data input, and donor communications.
  • Oversee project finance, budgeting, and compliance with financial guidelines.
  • Support team with staffing, scheduling, and safety.
