Purpose of the Activity/Assignment:

UNICEF is seeking qualified WASH emergency coordination professionals who are interested in joining a pre‑qualified roster to provide surge support for WASH Cluster/Sector coordination during humanitarian emergencies across the Philippines.

The roster aims to strengthen UNICEF Philippines' capacity to fulfil its role as lead agency for WASH coordination during emergencies by rapidly mobilizing qualified professionals who can support coordination among government counterparts, humanitarian partners, development actors, and affected communities. The selected consultants may support emergency preparedness, rapid response, assessments, information management, strategic planning, monitoring, reporting, advocacy, resource mobilization, and inter‑sectoral coordination activities.

Sourcing:

Applications of interested candidates will undergo a review process to assess their qualifications and suitability by the programme section for inclusion in the roster.

This roster will be used to engage consultants in emergency preparedness, response, early recovery, and humanitarian coordination settings, depending on operational requirements and consultant availability.

The roster will be valid for a period of 30 months. Inclusion in the roster does not guarantee immediate engagement nor any future contractual relations with UNICEF. Consultants will be contracted on a need basis, depending on the requirements of specific assignments, as well as the candidate's availability and suitability. When opportunities arise, detailed Terms of Reference (TOR) will be shared with shortlisted candidates.

Task and Responsibilities:

Under the close supervision and guidance of the WASH Specialist, a specific Terms of Reference (TOR) will be prepared and shared with the consultant depending on the emergency context and operational requirements.

Assignments may include, but are not limited to:

  • Supporting national and sub‑national WASH Cluster/Sector coordination mechanisms.
  • Facilitating coordination among government agencies, humanitarian partners, NGOs, civil society organizations, academic institutions, and private sector actors.
  • Supporting emergency WASH needs assessments, analysis, planning, and prioritization.
  • Maintaining and updating partner mapping and 5Ws (Who, What, Where, When and for Whom).
  • Supporting information management, monitoring activities, and writing situation reports.
  • Contributing to the development of emergency response strategies, response plans, appeals, and funding proposals.
  • Supporting inter‑sectoral coordination with Health, Nutrition, Education, Child Protection, Shelter, Cam Coordination and camp Management (CCCM), and Disaster Risk Reduction and Management (DRRM) stakeholders.
  • Promoting adherence to humanitarian principles, Sphere standards, accountability to affected populations (AAP), disability inclusion, gender equality, protection from sexual exploitation and abuse (PSEA), and child safeguarding principles.
  • Supporting advocacy, resource mobilization, early recovery, resilience‑building, and preparedness activities.

Minimum Qualifications and Experience Required:
  • Advanced university degree (Master's degree or equivalent work experience) in Public Health, Environmental Health, Civil Engineering, Water and Sanitation, Health Promotion, Disaster Risk Management, Humanitarian Affairs, or related Health and Social Sciences field.
  • At least two (2) years of professional experience in humanitarian emergency preparedness and response operations, including rapid‑onset emergencies.
  • Demonstrated knowledge of the WASH sector and humanitarian coordination mechanisms in the country.
  • Experience supporting assessments, response planning, monitoring, reporting, coordination, and information management in emergency settings.
  • Understanding of humanitarian principles, Sphere standards, cluster coordination approaches, and accountability to affected populations.
  • Experience working with government agencies, humanitarian organizations, NGOs, UN agencies, or development partners.
  • Strong analytical, facilitation, coordination, communication, and stakeholder engagement skills.
  • Fluency in English (written and spoken) is required.
  • Good written and spoken skills in Filipino and/or local dialects.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
