Responsibilities
Governance Framework Development
- Develop, refine, and implement governance frameworks, policies, and playbooks for Power Platform, ServiceNow, RPA and other supported automation tools.
- Help define and document roles, responsibilities, and processes for solution lifecycle management, including demand management, onboarding, review, and retirement.
Compliance & Risk Management
- Ensure all citizen-developed solutions comply with ADBs IT security guardrails, data protection standards, and regulatory requirements.
- Integrate automated governance checkpoints and controls within the Power Platform environment.
- Conduct risk assessments and recommend mitigation strategies for citizen-developed solutions.
Training & Capacity Building
- Develop and deliver training materials and workshops on governance best practices for citizen developers and Digital Champions.
- Provide guidance and support to staff on compliance, documentation, and governance processes.
Quality Assurance & Monitoring
- Set up monitoring dashboards and reporting mechanisms to track compliance, adoption, and solution quality.
- Review and approve citizen-developed apps and automations prior to deployment.
- Maintain a registry of approved solutions and their governance status.
Reporting & Continuous Improvement
- Collect feedback from stakeholders, including end users and citizen developers, to improve governance frameworks and processes.
- Stay updated on Power Platform / ServiceNow / RPA governance features and industry best practices; recommend enhancements as needed.
Education and Work Experience
- Bachelors degree in Information Technology, Computer Science, Engineering, Business, or related field.
- Minimum 5 years of professional experience in IT governance, automation, or digital transformation projects.
- Experience implementing governance frameworks for automation platforms (Power Platform, ServiceNow, RPA) in large organizations.
Technical Knowledge
- Deep understanding of governance, risk, and compliance for digital platforms and automation tools.
- Expertise in Microsoft Power Platform (Power Apps, Power Automate, Power BI), ServiceNow, and Robotic Process Automation (RPA) technologies.
- Knowledge of solution lifecycle management, data protection, security standards, and regulatory requirements.
- Familiarity with process mining, workflow automation, and citizen development models.

- Excellent communication and facilitation skills for training, stakeholder engagement, and policy development.
- Strong analytical and problem-solving abilities.
- Ability to work collaboratively with cross-functional teams and influence senior stakeholders.

Tools / Software
- Microsoft Power Platform (Power Apps, Power Automate, Power BI).
- ServiceNow platform (workflow, automation, reporting modules).
- RPA tools (e.g., Power Automate, Automation Anywhere).
- Collaboration and documentation tools (e.g. Microsoft Teams, SharePoint).
- Project management tools (e.g. MS Project, Planner).
Certifications (if applicable)
- Microsoft Certified: Power Platform Fundamentals (PL-900) required.
- ServiceNow Certified System Administrator or Implementation Specialist preferred.
- RPA certification (UiPath Certified Professional, Automation Anywhere Certified, or Blue Prism Developer) preferred.
- Certifications in IT Governance, Risk Management, or Compliance (e.g., COBIT, ITIL, ISO/IEC 27001) an advantage.
Work Arrangement
- Hybrid, requiring employees to report onsite three times a week. If the user unit requires contractors to report to HQ, compliance is mandatory.
- Work Schedule is from 8:00AM 5:00PM Manila Time.
