The International Labour Office (ILO) seeks an External Collaborator to support the development of ASEAN Regional Guidelines on promoting employment and strengthening labour rights protection for digital platform workers.

The assignment involves mapping national arrangements across ASEAN and aligning them with international standards, with workshops for consultation and validation in close coordination with DOLE, ASEAN Secretariat and the ILO.

Responsibilities

• Map national legal classification, social protection, dispute resolution, and social dialogue across ASEAN
• Analyze alignment with international labour standards, including ILO Convention 193
• Prepare a principles-based framework with policy options and implementation considerations
• Design and support a Consultative Workshop and a Validation Workshop
