Job summary

World Food Programme in Manila, Philippines seeks a Programme Policy Officer (Anticipatory Action) to lead anticipatory action initiatives, collaborate with government and UN partners, and advance policy and programme activities aligned with the Philippines CSP. This role focuses on emergency preparedness and response, supported by a strong capacity for coordination and analytical work.

Advanced education and relevant field experience are required, with English and Filipino language proficiency.

Qualifications

  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or related field or First University Degree with additional years of related work experience.
  • Minimum one year of professional experience (with Master’s) or three years (with Bachelor’s) in the related field.
  • Desirable experiences include independent work and teamwork to achieve results, implementing technical programs (disaster risk reduction and emergency programming), managing program implementation and donor engagement.

Responsibilities

  • Lead components of WFP’s anticipatory action implementation with government and partners.
  • Lead assigned projects ensuring coordination across programme units and compliant with standards.
  • Gather and monitor data to maintain quality standards.
  • Support policy development and proposals with government and partners.
  • Prepare timely reporting for decision making and partner communications.
  • Collaborate with internal counterparts to monitor ongoing government-linked projects.
  • Develop and manage partnerships to institutionalize anticipatory action.
  • Lead capacity building workshops and SOP improvements within WFP and with government counterparts.
  • Provide guidance to staff and assist with analysis and queries on anticipatory action portfolio.
  • Assist with resource mobilization, donor engagement, and proposal preparation.
