Job summary

UNICEF seeks a National Consultant to design and validate a risk-sharing instrument for 4Ps beneficiaries in Cebu City and Lapu-Lapu City, Philippines. The consultant will provide strategic, technical and operational advice to align UNICEF’s child-sensitive social protection approach with DSWD 4Ps systems and local planning.

Qualifications

• Advanced university degree in insurance, actuarial science, economics, finance, public policy, social protection, development studies, business administration, law or a related field.
• At least ten years of progressively responsible experience in insurance, microinsurance, inclusive finance, risk financing, social protection, disaster risk financing, climate risk management or related fields.
• English language proficiency.
• Demonstrated knowledge of the Philippine insurance industry, including product development, distribution channels, regulatory processes, insurance intermediaries, claims management, consumer protection and market conduct requirements.

Responsibilities

• Provide high-level strategic, technical and operational advice on the design, validation and early implementation of a risk-sharing instrument for 4Ps households in Cebu City and Lapu-Lapu City.
• Translate programme concepts into an implementation-ready model aligned with UNICEF and national systems.
• Support coordination with government, private sector, civil society and development partners.
