Job summary

Oman Investment Authority in Muscat seeks a senior leader to own the delivery of upstream capital projects, directing planning, engineering, construction, pre-commissioning, commissioning and close-out to meet scope, schedule, budget, quality and functionality.

You will establish project delivery standards, govern contracting strategy, and maintain an integrated portfolio framework to maximise value and cost-efficiency while upholding health, safety and environmental commitments across all

Qualifications

• Bachelor's degree in project management, engineering, construction management, or related field.
• English language proficiency (excellent written and spoken).
• 14+ years of progressively responsible experience in capital project delivery in oil & gas.
• Experience leading a projects function as single point of accountability.
• Experience directing multiple large capital projects across full lifecycle.

Responsibilities

• Lead and deliver capital projects from planning through close-out within scope, schedule and budget.
• Direct integrated reviews across planning, design and construction to maximise deliverability and cost-effectiveness.
• Maintain an overarching project portfolio framework including scheduling, planning and reporting.
• Oversee development of the integrated capital project master plan and set strategy, processes and procedures.
• Govern design reviews, interface management and technology choices for projects.
• Implement robust project controls, risk management and change management.
• Champion health, safety, security and environment across all activities.
• Develop communication protocols with stakeholders including executive leadership and external partners.
• Lead workforce planning, capability development and Omanization in consultation with CoE.
