Job summary

Worley is seeking a Senior Safety Engineer in Muscat to lead safety studies for oil and gas facilities. You will shape HSE philosophy, fire & gas strategy, and risk analyses across project lifecycles, with hands-on loss prevention and ALARP demonstrations. Strong workshop facilitation and safeguarding review experience are essential.

The role requires deep engineering background, onshore TSE exposure, and Shell project familiarity where possible, with leadership across multi-disciplinary teams.

Qualifications

• Minimum of 15 years total experience in engineering or consultancy of oil and gas facilities.
• Minimum of 10 years’ experience in TSE in Onshore Oil and Gas facilities with demonstrated TSE deliverables development experience (PDO/ Shell preferred).
• Experience with ALARP, HSE Case, AIPSM & HEMP processes.
• F&G layout, mapping and cause-effect development experience.
• Hands-on Loss prevention experience including Fire Safety and Fire Protection Design.
• Degree in Engineering.

Responsibilities

• Lead Safety Engineering studies across project life cycle (Feasibility to Asset Transition).
• Develop HSE and Fire & Gas Philosophy and related layouts and mappings.
• Contribute to ALARP demonstrations and HSEP deliverables.
• Facilitate technical safety workshops (HAZID, HAZOP, Bowties, MOPO/SIMOP).
• Support safeguarding reviews such as Design Review and HAZOP.

• Minimum of 15 years total experience in engineering or consultancy of oil and gas facilities, including a minimum of 10 years’ experience in TSE in Onshore Oil and Gas facilities with demonstrated TSE deliverables development experience . (PDO/ Shell Projects experience is preferred)
• Project TSE experience spanning various Project Life cycle stages such as Feasibility, Concept, FEED, EXECUTE, Project to Asset Transition
• Development of HSE Philosophy, Fire & Gas Philosophy, F & G Cause and Effects, F & G Layouts, F & G Mapping
• Physical Effects Modelling and Quantitative Risk Assessment: Experience withFEA/FGDEA, flare radiation and dispersion studies, safety equipment layouts, input to facility layouts/facility siting and layout studies, EPZ calculation, QRA .Experience/conducted studies using Shell FRED, SHEPHERD software and or other PEM/Risk integration software. Formal certification preferred.
• Executed studies such as Safety Hazardous Area Classification, Critical Element Identification, Performance Standards, Bow Ties
• Experience with ALARP (As Low As Reasonably Practicable), Design HSE Case, Operations HSE Case, AIPSM (Asset Integrity-Process Safety Management) & HEMP (Hazard and Effect Management Process)
• Hands-on experience with Loss prevention aspects such as Fire Safety, Fire Protection Design ( FW Demand, Hydraulics, Surge, PFDs/ P & IDs, etc.), Escape & Fire Fighting design
• Human Factors Engineering Studies experience (Valve Criticality, HFE Screening, etc)
• Facilitated/led workshops for Technical Safety, which may include but not limited to HAZID, HAZOP, Bowties, ALARP demonstration, MOPO/SIMOPs workshop, SCE Identification workshops, DEM1/DEM2/LFI Screenings and demonstrations.
• Adequate involvement in Safeguarding reviews such as Design Review, HAZOP, IPF, etc.
• Degree in Engineering
