Qualifications

  • 5+ years of experience in procurement, contract management, and supply chain operations.
  • Proficiency in ERP systems and E-Procurement software.
  • Arabic language is an asset; strong English required.

Responsibilities

  • Draft ToRs and technical specifications for goods/services in line with donor and GGGI rules.
  • Manage end-to-end procurement including bidding, evaluation, and contract award.
  • Ensure adherence to procurement policies, authority limits, and donor requirements.
  • Coordinate with vendors, internal teams, and government entities to streamline processes.
  • Maintain audit-ready records and support capacity building in procurement.

The Global Green Growth Institute GGGI is a treaty-based international inter-governmental organization dedicated to supporting and promoting strong inclusive and sustainable economic growth in developing countries and emerging economies To learn more please visit about GGGI web page Based in Salalah in Dhofar Governorate Oman the Procurement Senior Associate plays a key role to ensure the smooth and compliant acquisition of goods services and works for the ARISE Program Reporting both to the ARISE Program Lead Program Director and working closely with the HQ of Procurement Team the Senior Associate will manage end-to-end procurement processes from drafting the Procurement strategy and managing bidding processes to awarding the contracts for complex consulting services feasibility studies and infrastructure construction This role requires strict adherence to GGGI s E-Procurement and ERP systems as well as donor and government regulations

PURPOSE

Collaborate with the Program Director to develop and finalize the Phase 1 ARISE Program Procurement PlanMonitor the execution of the procurement plan ensuring that all the procurement activities are planned have allocated budgets and are being implemented within the approved timelineCollaborate with the Program Director and the Team to ensure the Procurement Plan is periodically updated as per the workplan needsProvide periodic updates to the Program director and the team on any delays challenges or bottlenecks identify and upscale potential procurement risks delivery delays market shortages and suggest proactive solutions to the Program Director and the teamAssist the team in drafting Terms of Reference ToRs and technical specifications for goods and services in compliance with GGGI Rules and Regulations and the Grant Agreement conditionsPrepare contracts ensuring the technical clearance before submission Take procurement actions in compliance with GGGI Procurement rules and regulations manage the end-to-end procurement process using GGGI internal systems and GGGI s Templates for Quotations requests and Invitations to BIDFollow up on the delivery of key milestones by the contractors as relevant and applicable Ensure transparent efficient and cost-effective acquisition of equipment and servicesMaintain and track records for the audit purposesEnsure all procurement actions strictly adhere to GGGI Procurement Policies delegation of authority limits and specific donor procurement requirements where applicableProvide the support to organize facilitate and or deliver onboarding training and learning initiatives on procurement for MENA personnel Provide the support to deliver training and support capacity building of MENA staff to ensure widespread knowledge and understanding of procurement processes

ENGAGEMENT

Reports directly to the ARISE Program Director and works closely with the Financial Control Senior Associate and the broader PIU technical team Works closely and collaboratively with the GGGI HQ Procurement Unit in Seoul to coordinate processes ensure institutional compliance and proactively solve any technical or system-related procurement issues Collaborates actively with internal technical teams to ensure that technical specifications TORs and evaluation criteria are highly accurate and aligned with procurement standards Engages with local and international vendors contractors and consulting firms to facilitate bidding and contract negotiations Liaises with Omani government entities to ensure alignment on logistics customs and administrative arrangements

DELIVERY

Launch the procurement process timely using GGGI systems and in compliance with GGGI rules and regulations and the donor requirements when applicable Assist the ARISE Program Team effectively and timely provided when needed to develop quality ToRs and Technical specifications documentsMaintain procurement plan of the Phase 1 Oman ARISE initiative including regular timely updates and risk assessment to align with project implementation plan and budgetTrack records maintained for audit-ready documentationPerform other tasks assigned as per required instructions in support of the implementation of initiatives assigned with the MENA Regional PIU Support team

Bachelor's degree in business administration, supply chain management, procurement, finance, law, or a related field. A Master's degree or professional procurement certification (e.g., CIPS) is an added advantage. A minimum of 5 years of experience in Procurement, contract management, and supply chain operations. Proven experience handling complex procurements, including large-scale construction works and international consulting services, preferably within an international organization, NGO, or government agency. Good level of proficiency in Enterprise Resource Planning (ERP) systems and E-Procurement software. Exceptional analytical, writing, and presentation skills in English are required. Fluency in Arabic is an asset for this role and is highly desirable. Deep understanding of and strict adherence to public/international procurement principles (transparency, fairness, value for money), rules, and regulations. Demonstrated experience in project procurement monitoring, budgeting, and delivery. Ability to work closely with technical experts to review and finalize technical bidding documents, terms of references (TORs), and inception reports. Exceptionally organized with excellent prioritization skills and high attention to detail. Ability to manage external vendors, consulting firms, and coordinate procurement delivery across multiple internal technical teams without direct line management authority. Strong organizational skills and attention to detail, with the ability to manage competing priorities in a time-sensitive environment (e.g., executing critical procurements during the inception phase). Solutions-oriented mindset, with a proactive and adaptive approach to problem-solving during complex vendor negotiations and contract management. Commitment to collaboration, transparency, data ethics, and continuous learning within a complex, multi-stakeholder environment. Understand and actively support GGGI's mission, vision and values.
