Job summary

NTU International A/S is seeking a Senior Non-Key Expert – Monitoring & Evaluation to support rapid, high‑quality technical assistance for the EU-funded Egypt Downtown Facility. The expert will contribute to monitoring, evaluation and results-based management activities on a large programme in Egypt.

The role includes developing results frameworks, indicators, baselines and monitoring tools, conducting evaluations and impact assessments, and delivering capacity‑building training to partner

Qualifications

• Master’s degree in economics, statistics, development studies, public policy, or related field.
• English: C1 level (Arabic desirable).
• At least 7 years of relevant professional experience.
• Experience designing and implementing monitoring, evaluation and results-based management systems.

Responsibilities

• Support monitoring, evaluation and results-based management activities.
• Develop indicators, baselines, targets, results frameworks and monitoring tools.
• Conduct evaluations, impact assessments and performance reviews.
• Provide training, capacity building sessions.

Senior Non-Key Expert – Monitoring & Evaluation

NTU International A/S is leading a consortium for the proposal preparation of the EU-funded project called: “Egypt Downtown Facility.”

The overall objective of this assignment is to enhance the effectiveness, coherence and visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt by providing rapid, flexible and high-quality technical assistance in support of jointly agreed bilateral cooperation priorities. This objective will contribute to strengthened policy dialogue, improved programme implementation and reinforced institutional capacities of Egyptian partner entities involved in EU-funded actions.

In this context, we are seeking a highly qualified Senior Non-Key Expert – Monitoring & Evaluation to support technical assistance assignments related to monitoring, evaluation and results-based management, including the development of results frameworks, indicators and monitoring tools, as well as evaluations, impact assessments and performance reviews.

Qualifications and Skills

• Master’s degree in economics, statistics, development studies, public policy, social sciences, or a related field.
• English: C1 level.
• Arabic is desirable.

Professional Experience

• At least 7 years of relevant professional experience.
• Experience designing and implementing monitoring, evaluation and results-based management systems.
• Experience developing indicators, baselines, targets, results frameworks and monitoring tools
• Experience conducting evaluations, impact assessments and/or performance reviews
• Experience providing training, capacity building sessions is desired.
• Experience with EU funded programmes is an asset.
