About the Role

Majan Council is seeking a Local Real Estate Developer Consultant with strong practical experience in Oman’s real estate development and urban planning sectors to support a strategic national study on the value chain of the real estate development and urban planning sector in the Sultanate of Oman. The consultant will provide market‑based and implementation‑focused insight across the sector value chain, from land development and planning to construction, asset management, and market delivery. The role will support sector analysis, stakeholder engagement, validation of market realities, and the development of practical recommendations related to investment, local content, sector performance, and future growth opportunities.

Key Responsibilities
  • Contribute to the analysis of the real estate development and urban planning sector in Oman, with a focus on practical market dynamics and sector performance.
  • Support the mapping and assessment of the sector value chain, from land acquisition and planning to development, construction, asset operation, and market placement.
  • Provide expert insight on development processes, project cycles, delivery challenges, and market bottlenecks within the Omani context.
  • Support the identification of current and future investment opportunities and the related employment potential across the sector.
  • Contribute to the assessment of local content, supply chain integration, and value‑added opportunities within real estate and urban development activities.
  • Provide practical input on regulatory procedures, permitting pathways, approvals, development requirements, and implementation barriers affecting the sector.
  • Engage with developers, investors, contractors, consultants, sector associations, and public entities to validate findings and gather market intelligence.
  • Participate in stakeholder interviews, workshops, working groups, and field visits to major, medium, and small companies relevant to the study.
  • Support the preparation of analytical notes, advisory inputs, case examples, and final study deliverables related to sector assessment and recommendations.
  • Contribute practical insight to proposed recommendations on sector reform, investment environment improvement, local content, private sector development, and implementation priorities.
Requirements
  • 6–10 years of practical experience in real estate development, urban development, or related project delivery in Oman.
  • Strong direct experience in real estate development projects, including planning, project structuring, design coordination, construction delivery, or asset‑related development processes.
  • Strong understanding of the Omani real estate market, including sector dynamics, development models, investor considerations, and key market trends.
  • Good knowledge of land development procedures, regulatory requirements, permitting processes, and relevant institutional stakeholders in Oman.
  • Experience dealing with developers, contractors, consultants, investors, and government entities in the Omani market.
  • Strong understanding of project feasibility, development economics, cost structures, implementation risks, and market viability considerations.
  • Familiarity with local content, supply chains, and sector‑related operational challenges is highly desirable.
  • Ability to provide practical and evidence‑based input on investment opportunities, sector gaps, and implementation barriers.
  • Strong professional network within the Omani real estate and urban development ecosystem is highly preferred.
  • Arabic and English working ability is preferred, especially for stakeholder engagement and sector consultations.
