Lead/Head of Financial planning and Analysis

Job Purpose
To manage and maintain the Finance section on behalf of OTC and ensurethe integrity of all finance and accounting transactions and reportingsystems, with the aim of safeguarding the financial interests of theorganisation.

Key Responsibilities
Leadership and Strategic Accountabilities
- Ensure the development and implementation of Finance Strategyand Budget in line with corporate objectives.
- Lead the development and implementation of an effective Financefunction for OTC whilst ensuring legal compliance and alignmentto international and regional best practices.
Operational Accountabilities
- Work closely with the Line Manager to develop and implementfinancial policies, processes and procedures, including controlmechanisms.
- Develop, maintain and control costing standards and financialregulations.
- Identify and recommend opportunities for creating efficienciesin financial control processes and systems.
- Lead and organise external statutory audits with the InternalAudit department.
- Carry out financial transactions including accounts receivableand payable, cash flow management, banking arrangements andvariance analysis.
- Manage and ensure accurate, effective and timely payroll payments.
- Develop assurance practices and procedures.
- Manage the overall revenue assurance process, monitoring revenuesand ensuring that funds are allocated appropriately to the areasof the business.
- Identify any concerns in the control process in order to detectfraud, act upon them and initiate preventive measures.
- Monitor the financial management of the company.
- Produce financial statements and reports aligned with regionaland international standards.
- Manage project and cost accounting, including indirect and directcost allocation to all verticals.
- Manage fixed asset accounting.
- Produce costing and variance reports.

- Ensure all relevant quality, health, security, safety andenvironmental policies, procedures and controls are adhered toso that employee safety, legislative compliance, delivery ofhigh-quality service and a responsible environmental attitudecan be guaranteed.
- Ensure that incidents and hazards are reported in a timelymanner and reduce consumption of natural resources to assist inprotecting the environment and ensuring a healthy and safe workenvironment.
- Accountable for meeting the overall safety, quality, productionand financial performance objectives of operation, includingbeing accountable for plant-wide compliance and implementingbest practices related to the function.

- Help in developing leadership by coaching and mentoring the team.
Other Tasks
- Perform all other tasks and activities as suggested by theLine Manager.
Qualifications & Experience
- Bachelor or Master's degree in Finance, Economics, Accounting,or another relevant finance/accounting field.
- Professional qualification such as CPA, ACCA, CMA or CIMAis preferred.
- Minimum of 5 years' experience with a BSc holder or 4 yearswith a Master's holder, and a minimum of 3 years' relevantexperience in leading multiple teams.
- Experience in infrastructure projects or telecommunicationsis preferred.
Professional Training, Certification or Membership
- Chartered Financial Analyst (CFA) is preferred.
Language Requirements
- Proficiency in written and spoken English is mandatory;Arabic is preferred.
- Strong managerial, operations and finance skills with clearevidence of execution ability.
- Knowledge of regional and international telecommunicationsregulations.
- Extensive knowledge of Omani labour laws.
- Knowledge of legal and financial best practices.
- Deep understanding and knowledge of OTC's policies,processes and systems.
- Excellent verbal, written, communication and presentation skills.
- Detail-oriented and analytical with a logical approach toproblem solving.
- Knowledge of regional and international finance practices andOmani financial legislation.
- Knowledge of relevant IFRS and accounting standards.
