Job summary

Muscat Engineering Consultancy LLC seeks a senior Financial Controller to lead full-cycle accounting, project accounting, tax/compliance, budgeting, and team management in an engineering/construction environment. The role requires bilingual communication and strong credentials, with an emphasis on IFRS/GAAP knowledge and senior finance collaboration.

The position is Oman-based, with a hands-on, strategic finance focus and direct interaction with senior management and project teams.

Qualifications

• Extensive degree in finance, business, or accounting with professional credentials.

Responsibilities

• Lead monthly close, reconciliations, and financial reporting including P&L and balance sheet.
• Develop and maintain IFRS 15 and IFRS 9 compliance and related policies.
• Lead audit and tax compliance processes, manage statutory filings.
• Oversee budgeting/forecasting, cash flow, and banking relations.
• Manage payroll, fixed assets, and project accounting for engineering/construction projects.
• Provide insights to senior management on financial performance and control improvements.

Job description

Position: Financial Controller

Eligibility: Omani Nationals only

Qualifications

• Degree in Finance, Business, or Accounting
• Professional certification: CA, CPA, ACCA, CIMA, or equivalent
• Fluent in English and Arabic (written & spoken)

Experience

• 8–12 years in accounting (project + operations), with experience in engineering/construction company
• JV experience a plus
• Strong IFRS/Local GAAP knowledge; IFRS/US GAAP/SOX a plus
• Familiar with tax, VAT, WHT, TDS, treasury, transfer pricing in E&C sector
• ERP experience essential (SAP/Oracle preferred, Exact a plus); strong Excel skills
• Good commercial acumen; comfortable working with senior management, projects, and sales teams

Core Responsibilities (grouped)

1. General Accounting & Reporting – Monthly closing, reconciliations (intercompany, bank, system), FX gain/loss, P&L/Balance Sheet, management & cash flow reports, board presentations
2. Accounting Manual & Standards – Maintain/update Accounting Manual, ensure IFRS 15 (Revenue) & IFRS 9 (ECL) compliance, set DSO/DPO methodology, manage year-end close calendar
3. Audit & Compliance – Lead statutory & tax audits, manage auditor selection/quotes, ensure IFRS and local regulatory compliance
4. Tax & VAT – Monthly VAT/WHT/TDS filing and reconciliation, ensure PASI/VAT/WHT compliance, timely tax return filing
5. Budgeting & Forecasting – Annual budget/forecast (P&L, Balance Sheet, Cash Flow) each Sept–Dec cycle; 5-year plan using DCF method
6. Banking & Collections – Manage banking/guarantees, daily cash reporting, support CFO on collections/payments
7. Payroll – Process payroll, bank transfers, and reconciliations monthly
8. Fixed Assets & Investments – Maintain fixed asset registers (statutory & tax), evaluate ROI/payback on investments
9. Insurance – Prepare insurance analyses (PI, Workmen's Comp, Fire, Fidelity, Vehicle); support HR on medical insurance
10. Project Accounting – Ensure project costs stay within contract value, monthly forecasting vs. actuals, FX calculations, revenue recognition per IFRS 15
11. Rates & Multipliers – Calculate manhour rates, overhead rates, and internal markups; annual review tied to budget cycle
12. Internal Controls – Design and monitor effective internal controls and regulatory compliance
13. Team & Self-Development – Lead finance team, run internal training/awareness sessions, stay current via CPD
