Job description

Role Overview

SSH is seeking an experienced Lead Dry Utilities Engineer to lead the planning, design and delivery of dry utility infrastructure for major projects in Oman. The role will take technical ownership of electrical power distribution, street lighting, telecommunications/ICT and associated utility networks, ensuring designs are coordinated, technically compliant, constructible and aligned with applicable Oman authority requirements and international standards. The successful candidate will provide technical leadership to engineers and BIM/CAD teams while coordinating closely with clients, utility providers, authorities and multidisciplinary design teams.

Key Responsibilities

• Lead the planning, design and technical delivery of dry utility networks, including MV/LV electrical distribution, substations, street lighting, telecommunications/ICT networks and associated infrastructure.
• Take ownership of dry utilities packages from concept and masterplanning through detailed design, tender documentation and construction support.
• Develop and review utility masterplans, electrical load assessments, demand calculations, network layouts, single-line diagrams, technical reports, specifications and drawings.
• Lead the planning and coordination of MV/LV distribution networks, substations, feeder routes, utility corridors and service connections.
• Coordinate telecommunications and ICT infrastructure requirements, including duct networks, chambers and external utility connections.
• Lead the design and coordination of external and street lighting systems, where required.
• Ensure designs comply with applicable Oman utility authority requirements, international codes and standards, client requirements and project specifications.
• Coordinate with relevant authorities and utility providers to obtain design approvals, NOCs and required technical clearances.
• Lead multidisciplinary coordination with roads, wet utilities, landscape, structures, architecture and other infrastructure disciplines.
• Resolve utility clashes, crossings and conflicts while ensuring appropriate separation and protection requirements.
• Manage interfaces between existing and proposed utility networks, including connections, diversions and infrastructure upgrades.
• Undertake technical reviews and provide QA/QC oversight of dry utilities calculations, drawings, specifications and deliverables.
• Identify design risks, technical constraints and constructability issues and develop practical engineering solutions.
• Drive value engineering and design optimisation while maintaining technical performance, reliability and regulatory compliance.
• Attend and lead technical workshops, authority meetings, coordination meetings and client presentations.
• Provide technical leadership, mentoring and guidance to engineers, designers and BIM/CAD resources.
• Coordinate discipline deliverables and resources to meet agreed project programmes and quality requirements.
• Support tender and construction stages by responding to RFIs, reviewing contractor technical submissions and resolving design‑related issues.
• Contribute to technical proposals, scopes of work, resource planning and project delivery strategies when required.

Qualifications & Experience

• Bachelor's degree in Electrical Engineering or a related engineering discipline.
• Typically 12+ years of relevant experience in dry utilities and infrastructure design, preferably within a multidisciplinary engineering/design consultancy.
• Strong experience in MV/LV electrical distribution, substations, external power networks, telecommunications infrastructure and street lighting.
• Proven experience leading dry utilities design for large-scale masterplans, infrastructure developments, mixed-use schemes, residential communities or major urban developments.
• Experience delivering projects in Oman and/or the wider GCC region is highly desirable.
• Strong understanding of utility corridor planning, electrical load calculations, network planning and infrastructure interfaces.
• Experience across concept, preliminary, detailed design and construction support stages.
• Strong knowledge of relevant electrical and infrastructure design codes and standards.
• Experience coordinating with local electricity, telecommunications and municipal authorities and managing technical approvals.
• Proficiency in relevant design and analysis tools such as ETAP, AutoCAD, Civil 3D or equivalent would be advantageous.
• Good understanding of BIM, GIS and digital multidisciplinary coordination.
• Strong technical report writing, communication and presentation skills.
• Professional accreditation such as Chartered Engineer, CEng, PE or equivalent would be advantageous.
