Job summary

STRABAG Oman is seeking an HSE Officer with a minimum of two years of experience to manage HSE activities across our operations. The ideal candidate will ensure compliance with applicable HSE requirements, promote a strong safety culture, and proactively identify and mitigate risks to protect employees, assets, and the environment.

The successful candidate will oversee records, inductions, training, PPE issuance, site welfare, and HSE reporting, reporting to site management.

Qualifications

• Minimum diploma in engineering / environmental science / occupational health & safety or related field.
• NEBOSH IGC certification is mandatory.
• 2–3 years of HSE experience, preferably in construction.
• Good knowledge of Oman Labour Law and client standards.

Responsibilities

• Oversee and maintain up-to-date HSE records per Project HSE Plan to ensure compliance and enable auditing.
• Conduct safety inductions and toolbox talks with training records.
• Prevent unsafe acts and halt work under unsafe conditions.
• Issue and ensure correct PPE usage for all personnel including subcontractors.
• Ensure site welfare facilities and hygiene meet required standards.
• Proactively address HSE issues to minimize risk and environmental impacts.
• Identify and mitigate hazards to health and safety.

Job description

Job Purpose

We are seeking an HSE Officer with a minimum of 2 years of experience to manage HSE activities across our operations. The ideal candidate will ensure compliance with applicable HSE requirements, promote a strong safety culture, and proactively identify and mitigate risks to protect employees, assets, and the environment.

Tasks

Key Responsibilities

• Responsible for overseeing and ensuring the keeping of up-to-date HSE records, forms, and files in accordance with the Project HSE Plan to ensure compliance and to enable auditing to be carried out.
• Conduct/facilitate Employee Safety Induction, Day Visitor/Supplier Induction, and Toolbox Talks, and keep related records of training and attendees.
• Prevent unsafe acts from being undertaken by anyone on site and stop and prevent work from continuing/commencing under prevailing unsafe conditions.
• Ensure that ALL employees/workers (including subcontractors) are issued with and properly use the correct PPE and safety devices for the work being performed.
• Ensure site welfare facilities (rest areas, water, toilets, etc.) are sufficient for the number of personnel and are being provided by the site supervisory staff, as well as ensuring that high standards of hygiene are maintained.
• Proactive in addressing operational HSE issues to ensure that the risk to workers and others is managed, minimized, and prevented, as well as ensuring that potential environmental impacts are prevented/mitigated.
• Eliminate or mitigate any hazard or potential hazard to the health and safety of employees and the environment.

Qualifications

• Minimum diploma in engineering / environmental science / occupational health & safety or related field.
• Professional HSE certification such as NEBOSH IGC is mandatory.
• Minimum 2-3 years of experience in HSE, preferably in construction or infrastructure projects.
• Good knowledge of applicable local HSE regulations and client requirements, including Oman Labor Law and relevant client standards.

Additional Requirements (Preferred)

• Experience in large-scale infrastructure or bridge projects.
• Familiarity with client-specific systems.
• Valid driving license (Oman)
• Multilingual ability (English mandatory; Hindi/Urdu is an advantage).
