Qualifications

• Degree qualified with 15-20 years' relevant experience including 10+ years on onshore oil & gas EPC projects.
• ISO 9001 Lead Auditor certification or equivalent.
• Proven EPC and subcontractor quality performance management.
• Experience running ITPs, H/W/R/S regimes and Material Verification Programs.
• Experience managing non-conformance systems and QA KPI reporting.
• Working knowledge of ISO 45001 and HSE interactions on live sites.

Responsibilities

• Develop, implement and maintain the Contract Quality Plan across the EPCC lifecycle.
• Own QA/QC resourcing across engineering, procurement, construction, commissioning and handover.
• Hold EPC contractors and subcontractors to account on quality and vendor audits.
• Run the TPIA programme and the MVP.
• Own Inspection and Test Plans and the Hold/Witness/Review regime.
• Assure quality records and traceability for welds, NDE and materials.
• Manage NCRs: raise, root-cause analysis, CAPA and close-out.
• Plan and conduct quality audits and drive findings to closure.
• Report quality KPIs and drive corrective actions for negative trends.
• Ensure MRBs and certification packages support pre-startup and take-over milestones.

Job Title - Quality Manager - Polymer Facility Projects (Oman)

Location - Muscat, Sultanate of Oman (with travel to site, client facilities and vendor locations as required)

Reports To - Project Manager

Position Summary

This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.

We are looking for a Quality Manager to own the Contract Quality Plan for our DBOT polymer injection facility projects for the client, across Engineering, Procurement, Construction, Commissioning and the Initial Operation Period. You will drive a zero-defect culture aligned with the client's flawless-delivery philosophy, and own quality performance across EPC contractor(s), subcontractors and vendors. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.

Key Responsibilities

• Develop, implement and maintain the Contract Quality Plan (QMP) across the full EPCC lifecycle, from Detail Design to Handover and IOP.
• Own QA/QC resourcing across engineering, procurement, construction, commissioning and completions.
• Hold EPC contractor(s) and subcontractors to account on quality, cascading requirements through every tier of the supply chain and running vendor audits.
• Run the Third-Party Inspection Agency (TPIA) programme and the Material Verification Program (MVP).
• Own Inspection and Test Plans and the Hold, Witness, Review and Surveillance point regime across design, procurement and construction.
• Assure quality and traceability of interface and tie-in records - welding, NDE, material traceability - to the same standard as new-build scope.
• Own the non-conformance system: NCR raising, root cause analysis, corrective and preventive action and close-out tracking.
• Plan and conduct quality audits across our own organisation, the EPC contractor(s) and subcontractors, and drive findings to closure.
• Report quality KPIs - NCR close-out, weld repair rate, preservation index - and drive corrective action where trends deteriorate.
• Ensure quality records, MRBs and certification packages support the pre-startup audit, system completion and take-over milestones.

Qualifications

• Degree qualified with 15-20 years' relevant experience, including 10+ years on onshore oil and gas EPC projects, including live installations.
• ISO 9001 Lead Auditor certification or equivalent.
• Proven experience managing EPC and subcontractor quality performance, including TPIA coordination and vendor audits.
• Demonstrated experience running ITPs, H/W/R/S regimes and Material Verification Programs across design, procurement and construction.
• Experience managing non-conformance systems, root cause analysis and quality KPI reporting on multi-disciplined capital projects.
• Working knowledge of ISO 45001 and how HSE and quality management interact on live or brownfield sites.

Preferred Qualifications

• Welding and NDE qualifications or hands-on experience.
• Polymer flooding, EOR or produced water / injection facility experience, ideally under a DBOT or Lease/Operate structure.
• Prior quality delivery for or with an Oman or GCC national oil company, and familiarity with NOC specifications and zero-defect delivery requirements.
• Arabic language skills.
