Qualifications

Job description

Head, Facility Management & Administration Oman Refinery

Lead, plan, and coordinating all administrative & facility management activities at OQ8, under VP of Corporate Affairs, acting as focal point, single point of accountability and owner of related standards / services for implement initiatives that goes from the Front desk to back desk related with Government Services, Facility Management Services, Admission and logistics support services, including minor maintenance (such as space expansions, office redistributions), inventory, policies, reports, performance, communications, documents, projects, work systems ), by (1) Lead the Government relation end-to-end process (planning, organizing, staffing, leading, and controlling), (2) Maneuvering the complex situations where some issues approach the company and its main stakeholders (OQ / KPI) for the delivering of Government Services, Facility Management Services and Admin and Logistics services and associated resources, (3) Managing the relevant tasks and the team for assuming the responsibility for the coming workload; in order to optimize efficiency, enhance productivity, and ensure a conducive working environment for all stakeholders involved.

The position will act in accordance with OQ8 s mission, vision, values, and strategies, as well as policies, guidelines, supported by an IT Technology platform, HSE standards, Oman government and other legal justification and best international practices aligned with National objectives.

Main tasks and responsibilities
Accountabilities:
Government Services
  • Lead the Government relation end-to-end process (planning, organizing, staffing, leading, and controlling).
  • Lead the research and monitors government activities that could affect the OQ8 organization, its business, and clients,
  • Assists senior management and leadership team with strategic planning for known and potential regulatory activities related to the OQ8 business and the industry,
  • Lead the development of positive and constructive relationships and communication with different governments were OQ8 has operational presence, with the objectives of creating favourable external environment for Company to operate without delays in operations and/ or projects.
  • Coordinate work schedules, research, and industry trend analysis, manage communications budgets, and oversee the creation of public relations strategies.
  • Build and maintain strong working relationships with key stakeholders in the operations and project area of influence including (but not limited to) affected communities, regulators, local authorities, NGOs / CSOs / CBOs, religious institutions, and cultural bodies etc.
  • Design and execute seasonal local government engagement strategies with department and unit leads.
  • Manage the ongoing acquisition of socio-economic baseline data and ensure the findings are fully integrated into relevant project planning activities.
  • Support other project / joint venture initiatives (environmental awareness, local content etc.) which contribute to social performance management as required.
  • Cooperate closely with security to demonstrate that human rights issues (including conflict) are integrated into assessment processes and management plans as appropriate.
Facility Management
  • Oversees the maintenance and services of work facilities to ensure that they meet the needs of the organization and its employees.
  • Oversees after all of the services that helps OQ8 s organization do its work.
  • Oversees the provision, maintenance, and development of a number of different services including but not limited to: Property strategy, Space management, Communications infrastructure, building maintenance, Testing and inspections, building administration, Contract management, lease management, (including lease administration and accounting.
  • Oversees the creation of all the Corporate Facility Management strategies, projects, programs events, and initiatives across local and global workplaces of OQ8 to improve the wellbeing culture of the workplace.
  • Oversees budgets, contracts, vendor management as well as ensure their delivery as per agreed budget and quality.
  • Oversees the preparation of related tenders on time and in partnerships with relevant internal department.
  • Optimize costs versus business value to drive a business competitive outcome (with adequate activities planning, budgeting, contract management, business controls & assurance).
  • Lead the management strategy of a full range of 3rd parties services contracts to support local services, driving improvements and ensuring the best value for OQ8 non-plant offices.
Education requirements
  • Bachelor s degree in business administration,
  • MBA or equivalent (preferred)
Background and experience
Competencies and skills
  • 14 years experience in Administration & Facility Management out of which 5 years in a leadership position.
  • Preference if the candidate is familiar and has experience with greenfield petrochemical plant operations and infrastructure.
  • Experience in vendor and contracts management within facility, logistics, and administration domain.
  • Experience managing operational expenses, tracking spending, and forecasting future facility costs
  • A working knowledge of local building codes, fire safety, and workplace safety standards (such as OSHA or GCC equivalent standards).

  • Proven ability to drive projects from start to finish with minimal supervision.
  • Ability to work under pressure and meet tight deadlines.
  • Relationship-building skills to strike an appropriate balance between humility and confidence, speak intelligently and systematically manage relationships.
