Oman Investment Authority is seeking an Engineer Maintenance Contracts to oversee administration of maintenance service agreements, coordinate tendering and contractor selection, and monitor performance against KPIs to ensure safe, reliable, and cost-effective plant operations.

The role supports procurement and commercial activities, contract documentation, and governance compliance, contributing to commissioning, start-up, and sustainable operational performance across maintenance operations.

Qualifications

• Bachelor's degree or Higher Diploma in a relevant field.
• 7+ years of maintenance planning, shutdown planning, contracts administration, or maintenance management experience (for Higher Diploma: 10+ years).
• Experience in mining, minerals processing or heavy industrial operations is desirable.
• Six-sigma BB certification is an added advantage.

The Engineer Maintenance Contracts is responsible for administering and managing maintenance service contracts supporting contractor performance management coordinating procurement and commercial activities related to maintenance services and ensuring contractual compliance across all maintenance operations The role supports maintenance execution by managing contractor resources contract documentation tendering activities service agreements cost control and vendor performance to ensure safe reliable and cost-effective plant operations The position plays a key role in establishing contract management processes and supporting commissioning start-up and sustainable operational performance

Detailed Description

CONTRACT ADMINISTRATION & MANAGEMENT

Administer maintenance service contracts agreements and framework arrangements to ensure compliance with company requirements and contractual obligations Review prepare and manage scopes of work technical specifications service agreements and contract documentation Coordinate contract tendering bid evaluations technical assessments and contractor selection processes Monitor contract performance against agreed KPIs deliverables and service levels Manage contract variations claims extensions and contract close-out activities Maintain accurate contract records correspondence and commercial documentation Ensure all contracts are administered in accordance with company procurement and governance procedures Use SAP for resource planning and manning Generate Power BI reports for contracts administration

CONTRACTOR PERFORMANCE MANAGEMENT

Monitor contractor performance productivity and compliance with contractual requirements Conduct regular contractor performance reviews and KPI assessments Coordinate contractor mobilization and demobilization activities Support development and implementation of contractor improvement plans where required Ensure contractor resources meet operational technical and safety requirements Maintain effective working relationships with contractors suppliers and external service providers

PROCUREMENT & COMMERCIAL SUPPORT

Work closely with Procurement and Maintenance teams to support sourcing of maintenance services and contracts Participate in commercial and technical evaluations of contractor bids and proposals Support contract negotiations renewals and service level agreements Review contractor invoices and verify work completion in accordance with contract terms Assist in the preparation of budget estimates and cost forecasts related to maintenance contracts Identify opportunities for cost optimization and value improvement while maintaining service quality

MAINTENANCE SUPPORT COORDINATION

Coordinate with maintenance planners supervisors and operations teams to ensure contracted services are delivered effectively Support execution of planned maintenance shutdowns and special projects through contractor coordination Ensure timely availability of external specialist services and OEM support Facilitate communication between contractors and site stakeholders Monitor contractor resource allocation to support maintenance objectives

SHUTDOWN & PROJECT CONTRACT SUPPORT

Support contract planning and administration activities for shutdowns turnarounds and major maintenance projects Coordinate contractor readiness reviews resource planning and mobilization requirements Monitor contractor performance during shutdown execution Assist with post-shutdown contract evaluations and lessons learned reviews

PERFORMANCE MONITORING & REPORTING

Develop and maintain contract performance reports and dashboards Monitor and report key performance indicators including Contractor Performance Service Level Compliance Contract Utilization Cost Performance Contractor Safety Performance Invoice Processing Efficiency Prepare periodic reports for management on contract status and performance Analyze trends and recommend improvement opportunities

SAFETY QUALITY & COMPLIANCE

Ensure contractors comply with company health safety environmental and quality requirements Participate in contractor safety audits inspections and risk assessments Verify contractor compliance with permit-to-work systems and site procedures Support incident investigations involving contractors and ensure corrective actions are implemented Promote a strong safety culture and adherence to company standards

STAKEHOLDER MANAGEMENT

Maintain effective relationships with internal stakeholders contractors suppliers and service providers Provide contract-related advice and support to Maintenance Procurement Finance and Operations teams Support development and implementation of contract management best practices Participate in continuous improvement initiatives to enhance contract performance and operational efficiency

COST CONTROL & BUDGET MANAGEMENT

Monitor maintenance contract expenditures against approved budgets Track contractor costs and service contract performance Review cost trends and identify opportunities for savings Support annual budgeting and forecasting activities for maintenance contracts Ensure accurate cost allocation and reporting for contracted services
