Job summary

Goodman Masson Oman is seeking a delivery-obsessed Programme Manager to lead end-to-end delivery of a regulated financial markets infrastructure platform in Oman, with go-live planned for 2027.

You will chair governance forums, manage budgets, coordinate across tech, operations, risk and vendors, and build credibility with regulators and executives from day one. This is a rare greenfield opportunity requiring deep FMI domain experience and fluency in English.

Qualifications

• At least 12 years in programme or project management.
• Seven years leading large tech and operational change programmes in financial services.
• Domain credibility in financial market infrastructure or capital markets delivery.
• Delivery against fixed regulatory or external deadlines.
• Fluent in English; recognised qualification: PMP, PRINCE2 Practitioner, MSP, or equivalent.
• Experience with global system integrators or major financial services vendors is a plus.
• Arabic language skills are advantageous.

Responsibilities

• Own the integrated delivery plan across design, build, test, readiness, and regulatory submission.
• Sequence work across technology, operations, risk, data, and vendors; resolve blockers quickly.
• Own the Build CAPEX and OPEX budgets; compare forecast vs actual and present options.
• Chair weekly delivery forum and governance with stand-ups to board updates.
• Set and uphold the quality bar at each stage gate across the programme.
• Line-manage the Programme Office Executive, Business Analysts, Test Manager, and testing team.
• Provide candid, evidenced delivery reporting to the Programme Director and board.
