Job summary

Health New Zealand | Te Whatu Ora is seeking an experienced Payroll Technical and Compliance Specialist to provide technical expertise across payroll systems, configuration changes and legislative compliance.

You will ensure payroll system changes are thoroughly tested, validated and compliant with relevant legislation, including holidays acts and tax requirements, working with Payroll Systems and People & Culture teams to maintain data integrity and strengthen controls.

Qualifications

• Graduate or postgraduate qualification in IT or related discipline.
• Five years' payroll experience in a large, complex environment.
• Strong understanding of payroll legislation including Holidays Act 2003 and related acts.
• Proficiency with MS Office (Excel, Word, PowerPoint).
• Experience with payroll system testing, data validation and QA.

Responsibilities

• Provide assurance that payroll system configuration changes comply with employment, tax and payroll legislation.
• Oversee testing, QA and documentation validation for payroll system changes.
• Monitor payroll data integrity across systems (PSe, Leader, WFD) and investigate discrepancies.
• Develop and validate payroll exception reports and pay-cycle checks.
• Ensure controls to minimise errors, detect fraud and manage compliance risks.
• Support Holidays Act 2003 compliance reconciliations and explain outcomes to stakeholders.
• Provide technical advice and resolve complex payroll system and data issues.
• Review payroll procedures and deliver training to strengthen capability.
• Identify opportunities to automate processes and improve functionality.
• Liaise with system vendors and stakeholders for issues and system improvements.
• Provide specialist payroll advice to projects involving payroll systems, processes or data.
• Advise on process changes from legislative updates and system enhancements.
