Waka Kotahi NZ Transport Agency is seeking a Senior Business Analyst to develop and continuously improve the Regulatory Practice Framework. You will translate regulatory expectations into practical guidance, tools and resources to lift regulatory capability across the organisation.
You will lead analysis, collaborate with regulatory practitioners and stakeholders, and drive adoption of best practices to deliver consistent, user-focused regulatory outcomes in New Zealand.
Help develop and continuously improve NZTA’s Regulatory Practice Framework. Transform complex regulatory requirements into clear, user-friendly guidance. Partner with practitioners and leaders to strengthen regulatory practice.
Join us as our Senior Business Analyst in supporting the development and continuous improvement of NZTA’s Regulatory Practice Framework. You’ll turn regulatory expectations into practical guidance, tools and resources that help teams deliver consistent, high-quality regulatory outcomes. Working closely with regulatory practitioners and leaders, you’ll provide expert advice and support to embed good practice across the organisation. You’ll help identify opportunities for improvement, turning insights and feedback into enhancements that lift regulatory capability. Collaborating across regulatory teams and internal stakeholders, you’ll help drive understanding, adoption and application of the Practice Framework. Your work will contribute to a more consistent, user-focused and effective regulatory system that delivers better outcomes for New Zealanders.

You will also demonstrate knowledge of, or a willingness to build understanding of Te Ao Māori, tikanga, and the principles of Te Tiriti o Waitangi in the public sector.
NZTA is responsible for delivering a safe, efficient and effective land transport system for Aotearoa. Te Rōpū Waeture – Regulatory plays a critical role as the lead regulator for land transport – taking a system wide, risk-based approach to improving safety outcomes and reducing harm. This includes designing and continuously improving regulatory frameworks that are evidence based, proportionate, and responsive to the needs of the sector.
