Job summary

About the role | Mō te tūnga


This is a fixed-term role for 6 months. We are also open to inter-agency secondments.

This role is based in our Wellington office. While we're happy to consider work-from-home arrangements, this role is not designed for full-time remote working.

As a Senior ETS Analyst, Operations, you'll provide high-quality analysis, strategic advice and implementation support across a range of operational and improvement initiatives. You'll work with colleagues across the EPA and government to identify opportunities, solve complex problems and support delivery of a trusted regulatory service.

Typical responsibilities include:

Providing analysis and advice on operational, strategic and legislative issues

Supporting complex decision-making within the ETS framework

Leading or contributing to business improvement and change initiatives

Building productive relationships with stakeholders across government and industry

Coaching and mentoring analysts and contributing to team capability

Success in this role means delivering practical, evidence-based solutions, supporting high-quality operational outcomes and helping maintain confidence in the integrity of New Zealand's Emissions Trading Scheme.

We are looking for someone with a range of skills and experience - if you have some or all of the below, we would love to hear from you:

Experience providing high-quality analysis and advice in a complex operational, regulatory or policy environment

Strong critical thinking and problem-solving skills

Proven ability to manage or lead complex projects and initiatives

Experience interpreting and applying legislation, policy or regulatory frameworks

Strong stakeholder engagement and relationship management skills

Excellent written and verbal communication abilities

Strong organisational skills and attention to detail

Experience working collaboratively across teams and organisations

Experience with service design, process improvement or business workflow design

Experience mentoring or developing less experienced staff

The following would be desirable, but not essential:

Knowledge of the New Zealand Emissions Trading Scheme or climate change regulatory settings

Public sector experience and understanding of machinery of government processes

Proficient in Microsoft Excel

Salary range

$90,801 - $136,201 per annum (midpoint $113,501).

This is the full salary range of the band, from 80% - 120%. Appointments will generally be made at or below the midpoint of this range, depending on skills and experience.
