Job summary

Kāpiti Coast District Council is seeking a Manager, Human Resources Service Delivery to lead a team of HR professionals and partner with senior leaders across the organisation. You will deliver high-quality HR advice, policy development, compliance and employment relations while shaping leadership capability and the employee experience.

Reporting to the Group Manager People and Capability, you’ll drive strategic priorities, embed Ways of Working, and support the organisation’s overarching

Qualifications

• Proven experience leading HR delivery and policy development.
• Strong employment relations knowledge and NZ employment legislation.
• Ability to coach, influence and partner with senior leaders.

They are building a high-performing, people-centred organisation that delivers meaningful outcomes for the community, and they are looking for an exceptional HR leader to join the team as their Manager, Human Resources Service Delivery.

You’ll be a trusted advisor, strategic business partner, coach, and leader who helps shape the future of their organisation through their people. Reporting to the Group Manager People and Capability and leading a team of six HR professionals, you’ll play a pivotal role in strengthening leadership capability, embedding their Ways of Working, and bringing their organisational strategy to life.

About the Role

As Manager, Human Resources Service Delivery, you’ll lead the delivery of high-quality HR advice, employment relations, policy, compliance, and people initiatives across Council. You’ll partner closely with senior leaders to build capability, support organisational performance, and create an exceptional employee experience.

You will be a trusted partner to the Senior Leadership Team, and Business Partner to the Group Manager of People and Capability to help drive strategic priorities and strengthen the collective impact of the wider People and Capability function.

We’re looking for someone who is resilient, emotionally mature, and able to build trusted relationships at all levels. You’ll be comfortable navigating complexity, having courageous conversations when required, and supporting leaders to achieve better outcomes for their people and teams.

You may be an experienced HR leader seeking your next challenge, or a high-potential People and Capability professional ready to step into a broader leadership role.

To be successful, you’ll bring:

• Strong coaching and people leadership capability


• The ability to build credibility and trusted partnerships with senior stakeholders


• Strong generalist HR experience


• Experience providing strategic HR advice aligned to business objectives


• Employment relations expertise and sound knowledge of New Zealand employment legislation


• Exceptional relationship management and communication skills


• Commercial acumen and the ability to balance strategic thinking with operational delivery


• A collaborative leadership style and a commitment to contributing positively to team culture


• An understanding of tikanga Māori and a willingness to continue developing your knowledge of Te Tiriti o Waitangi and its application in local government.
