Job description

Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders.

We provide essential hospital, specialist, and community health services across 80+ locations — from large urban centres to rural towns and remote communities.

Our goal is to improve health outcomes for all New Zealanders by delivering equitable, accessible and innovative care.

About the Role

As Health and Safety Operations Lead, you will lead the design, governance and continuous improvement of performance reporting, business analysis, assurance insights and operational improvement systems across the Infrastructure and Investment Group's national and regional Health and Safety teams.

You will provide a central business analysis and improvement capability, working across the organisation to understand operational needs, assess current processes and translate data and stakeholder feedback into clear requirements, practical improvements and meaningful insights.

A key focus will be developing consistent reporting frameworks, dashboards and performance measures that provide leaders with reliable information to support decision-making. You will analyse trends, risks and control weaknesses, improve data quality and help reduce reliance on manual reporting processes.

You will also coordinate governance forums, reporting cycles and improvement initiatives, while providing executive and operational support to the National Manager Infrastructure Health and Safety.

About the Team/Service/ Location

The Infrastructure and Investment Group (IIG) are focused on delivering high impact infrastructure investments that support the transformation of New Zealand's health system.

The Health and Safety function works across national and regional teams to strengthen systems, reporting, assurance and operational practices. In this role, you will help connect people, processes and information, supporting a coordinated and consistent approach to Health and Safety across a broad and geographically dispersed work programme.

About you

You are an analytical and improvement-focused professional who can turn complex operational needs and information into clear, practical solutions. You will bring experience in business analysis, reporting, assurance, risk or Health and Safety systems within a large or complex organisation.

You are comfortable working across different teams and disciplines, gathering requirements, mapping processes and identifying opportunities to improve systems and ways of working. You can interpret data, communicate meaningful insights and develop reporting that helps leaders understand performance, emerging risks and priorities.

You will be able to coordinate multiple workstreams, deadlines and stakeholders while maintaining a strong focus on accuracy, quality and follow-through. You will also bring the confidence to challenge existing approaches constructively and build trusted relationships across national and regional teams.

You will bring:
  • A relevant qualification in business administration, business analysis, data and reporting, Health and Safety, project coordination or a related discipline.
  • Strong experience in business analysis, performance reporting, assurance, risk or Health and Safety systems within a complex organisation.
  • Knowledge of Power BI or data visualisation capability.
  • Experience developing reporting frameworks, dashboards, performance measures or assurance systems.
  • Experience with current-state and future-state process mapping, gap analysis, options assessment and impact analysis.
  • Strong analytical skills, with the ability to identify trends, issues, exceptions and improvement opportunities.
  • Experience producing reports, dashboards, presentations and briefing papers for leadership and governance audiences.
  • Strong organisational and prioritisation skills, with the ability to coordinate multiple workstreams and stakeholders.
  • Excellent written and verbal communication skills, with the ability to make complex information clear and accessible.
  • Working knowledge of New Zealand Health and Safety legislation, PCBU duties and infrastructure or construction risk environments.
  • Experience supporting change through requirements, testing, implementation readiness and benefits evaluation.
