Job summary

Hawke's Bay Regional Council seeks a Finance Business Partner to strengthen financial performance and long-term sustainability. Based in Napier, the role offers full-time, permanent work with collaboration across budget holders and senior leaders to deliver robust budgeting, forecasting and reporting.

You will shape the Long-Term Plan and Annual Plan, providing trusted insights, scenario modelling and clear financial guidance to support decision-making across the organisation.

Qualifications

• Bachelor’s degree or equivalent in Accounting.
• Chartered Accountant preferred but not essential.
• Experience in financial management, business partnering, management accounting or performance reporting.
• Strong budgeting, forecasting, variance analysis and financial modelling skills.
• High proficiency in Excel and experience with financial systems and reporting tools.
• Excellent communication and relationship-building skills at all levels.
• Valid driver’s licence required.

Responsibilities

We’re looking for a Finance Business Partner to play a key role in strengthening the Council’s financial performance and long-term sustainability. This is a full time, permanent position based in Napier.

Working closely with budget holders and senior leaders across the organisation, this role provides trusted financial advice, insight and analysis to support effective planning and decision-making. You’ll be responsible for developing and maintaining robust budgeting, forecasting and scenario models, and for delivering high-quality financial reporting that supports organisational priorities.

You’ll contribute directly to the preparation of the Long-Term Plan (LTP), Annual Plan, and associated financial documents, while helping to ensure consistency, clarity and quality across financial planning and reforecasting processes. This is a highly collaborative role that balances strategic thinking with strong operational delivery.

You’ll be a confident finance professional who enjoys partnering with stakeholders and translating financial information into meaningful insight. You’ll bring strong analytical capability, sound judgement, and a pragmatic, solutions-focused approach.

You will also have:

• Relevant Bachelor’s degree or equivalent tertiary qualification in Accounting.
• Chartered Accountant qualification is preferred but not essential.
• Experience in financial management, business partnering, management accounting or performance reporting.
• Strong skills in budgeting, forecasting, variance analysis and financial modelling.
• High proficiency in Excel and experience working with financial systems and reporting tools.
• Excellent communication and relationship-building skills, with the ability to engage effectively at all levels.
• Valid driver’s licence required.

The salary range for this role is between $97,070 to $114,200 and will depend on the qualifications and experience of the successful candidate.
